FHI 360 is the prime implementer of USAID’s Strengthening Multisectoral Nutrition Programming through Implementation Science Activity, which aims to improve nutritional practices of targeted women, children and their family members. It is an implementation science project to test and refine multisectoral nutrition approaches, interventions and service delivery mechanisms in high stunting areas of Bangladesh, with a focus on pregnant and lactating women, and children under the age of two. The project has two intermediate Results (IRs): 1) Increased availability of evidence to guide multisectoral nutrition programming implementation; and 2) Improved capacity to use evidence to inform policy and programmatic decision-making. With the leadership of FHI 360, the project will be implemented in 6 districts of Khulna and Barishal divisions by a coalition of national and international organizations.
FHI 360 is seeking qualified candidates for the following position for the USAID funded “Strengthening Multisectoral Nutrition Programming through Implementation Science Activity”.
The Finance and Operations Director will provide financial and administration oversight for all aspects of the project in accordance with USAID rules and regulations. Duties require broad conceptual judgment, initiative and ability to deal with a wide range of administration and finance issues. The Finance and Operations Director will be responsible for budget forecasting, expenditure tracking, and financial analysis, as well as grant and contract management; overseeing administrative, operational, and human resources functions; reviewing and approving recommendations for financial planning and control and key administrative decisions for organizational and local compliance requirements, in concert with senior management team; and selecting, evaluating performance, and developing capacity of finance and operations management personnel to ensure efficient project support. Her/his responsibilities include but are not limited to:
- Directs financial reporting for annual budget planning, pipeline analysis, audit reviews and assessments.
- Maintains weekly and monthly schedule of financial transactions and reporting according to organizational requirements.
- Oversees monthly and quarterly financial reporting to FHI 360 regional office and donor, as required.
- Oversees and directs the control of the budget and activities of the finance and grants analysts, and accountant.
- Reviews, provides input, and periodically updates operations, administrative, and financial office policy and protocols.
- Reviews and approves procurement requests and payment vouchers for purchasing of goods and services and for program activities, and assure that all disbursements or reimbursements are made in compliance with FHI 360 policy and applicable to donor rules and regulations.
- Serves as Security Focal Point (SFP); reviews security data and provides oversight and guidance in safety measures for all office staff in conjunction with Chief of Party.
- Oversees development of job descriptions and capacity building plans for finance and operational management positions and provides direct oversight to these personnel.
- Supervises finance and technology (IT) staff members of the office and encourages a collaborative, cohesive working environment.
- Reviews sub-awardee and contractor budgets for correctness and verifies that budgets conform to FHI 360 and donor regulations.
- Supervises review of sub-awardee financial reporting and fund disbursement.
- Provides administrative, financial, accounting and other technical assistance as required to FHI 360 staff and/or implementing agency staff.
- Assists with internal audits and implements recommendations resulting from audit process.
- Leads all work required for NGOAB compliance, including annual approval, fund disbursement and audits.
- Monitors deliverables of consultants performing operations or local approval tasks, as required.
- Supports Chief of Party with annual project budgeting, including sub-awardee budgeting, and as required during the project period.
- Manages workflow of finance and operations teams to ensure quality deliverables and adherence to deadlines.
- Performs other relevant duties as assigned by the Chief of Party.

Supervision Given/Received:
- Supervises Finance and Grants Analyst (1), Accountant, IT Coordinator, NGOAB consultant (as needed).
- Sets goals and budgets, develops and implements procedures, and trains staff to achieve results.
- Develops and recommends solutions to senior management to meet internal and external needs of the project.
- Reports to Chief of Party
- Proven skills in management, supervision and leadership.
- Ability to manage and work independently and efficiently.
- Comprehensive knowledge of concepts, practices and procedures for accounting, financial controls, and financial information systems.
- Excellent oral and written communication skills.
- Ability to transfer knowledge and skills to staff and government and implementing agency partners on financial and operational issues.
- Ability to handle multiple tasks simultaneously, to prioritize and respond in a timely manner, and coordinate effectively with internal and external teams.
- A minimum of eight (8) years of experience in financial and grants management, with a minimum of four (4) years of direct international work experience in developing countries with senior-level responsibility for administration and finance.
- Proven expertise in finance, accounting and auditing, including grants management, financial planning, monitoring of grant compliance and management and the establishment of internal controls.
- Demonstrated strong management, coordination, teamwork, and planning skills.
- Demonstrated experience in supervision finance and/or operations staff members.
- Extensive knowledge of and experience with accounts payable and receivable accounting systems.
- Extensive experience with accounting software.
- Must be able to read, write and speak fluent English and Bangla.
Additional Preferred Qualifications:
- Professional accounting certification preferred.
- Excellent knowledge of USG rules and regulations, particularly USAID.
- USAID rules and regulations training preferred.
