The DCOP Finance and Operations reports directly to the Chief of Party and provides strategic leadership and managerial oversight of the administrative, financial, and operational aspects of the Project. S/he oversees the day-to-day work of the project and is responsible for the effective use and deployment of staff and financial resources to achieve project targets. The DCOP is accountable for all aspects of the Project’s effective management, including financial and budgetary oversight, timely implementation of activities, and stakeholder relationship management. The DCOP coordinates with USAID, key stakeholders, implementing partners and government representatives.
Areas of Responsibility:
- Responsible for direct oversight of the project and is responsible for the effective use and deployment of staff and financial resources to achieve project targets;
- Accountable for all aspects of the project’s effective management, including financial and budgetary oversight, timely implementation of activities, and stakeholder relationship management;
- Ensure that required project financial reports are prepared as required, ensuring these are of the highest quality and submitted in a timely manner to the donor;
- Be fully aware of the contract compliance regulations of USAID;
- Assist with the preparation and revision of a realistic budget, authorizing and monitoring expenditure in line with the budget, donor guidelines and financial regulations;
- Manage and motivate direct reports to achieve their work plan objectives, and to contribute to the achievement of the overall program goals;
- Review and consolidation of monthly sub-office accounts and reports to ensure accuracy and to provide regular feedback to the senior leadership team;
- Prepare any budget revisions and projections and respond to any questions;
- Ensure effective support of field operations and to protect the integrity of the country office finance and administrative operations;
- Prepare and revise finance and operation guidelines in order that they adhere to SC requirements and donor regulations;
- Maintain good working relationships with officials, government ministries, implementing partners and the international and local NGO community;
Educational Background:
Master’s Degree in finance, accounting, economics, social sciences or related field;
Skills/Experience:
- Minimum of 10 years of progressively responsible experience leading and managing financial and operational aspects of a large-scale, USAID funded development program in a developing country;
- Demonstrated ability in analyzing financial documents, projections, expenditures and accrual;
- Experience managing USAID contracts and overseeing international and local subcontractors and grantees;
- Strong experience in and understanding of USAID rules and regulations; institutional capacity building; and working collaboratively with a broad range of government officials, international donors, and implementing partners and private sector stakeholders;
- Strong written and oral communications skills;
- Experience working in South Asia or preferable Bangladesh;
- Fluency in English required.
