Operations Director USAID TVCA Project

In order to achieve development impact and client satisfaction,  projects must be implemented within the parameters of the contract. The Operations Director will provide ongoing compliance support to the contractual, subcontracts, and grants under contract administration aspects of the Tanzania USAID TVCA project. These tasks will include the following:

Areas of Responsibility: 
  • Applying and interpreting applicable FAR, AIDAR and other US government and regulations to contract activities
  • Work with the project field teams and HQ teams to develop contractually compliant tools, processes, standards, and manuals for procurement of goods and services and administrative procedures
  • In collaboration with project field teams and HQ teams, develop and implement monitoring systems for project administrative and contractual processes
  • Conducting regular analyses of areas of project risk from a contractual and administrative perspective and proposing risk mitigation strategies
  • Reviewing, commenting on, and monitoring contract procurement policies and practices at both the HQ and field office
  • Reviewing all contractually required USAID approval requests
  • Monitors results of compliance efforts for decreased exposure
  • Review fixed price and/or cost reimbursement subcontracts and modifications to ensure contractual compliance
  • Review prime contract modifications, as applicable
  • Communicate regularly with all staff, including remote sites, to assess award compliance needs
  • Provide ad hoc contractual guidance, answer compliance and contractual-related questions, and/or review project documents to ensure compliance
  • Other tasks, as requested.
Educational Background: 
Bachelor’s degree or equivalent combination of education and work experience in a relevant area
Skills/Experience: 
  • Knowledge of and experience in interpreting the FAR, AIDAR, 2 CFR 228, ADS, rules and regulations
  • A minimum of 10 years in experience in implementing USAID contracts, including procurement, contract management
  • Experience in implementing large complex international development projects with extensive field operations
  • Experience managing subcontractors as part of contract service delivery
  • Experience managing a grants program as part of contract service delivery
  • Ability to work on own initiative and establish priorities in changing situations
  • Excellent demonstrated interpersonal, teamwork, and organizational skills
  • Excellent written and verbal communications skills in English
  • Strong analytical and organizational skills
  • Ability to plan work assignments
