World Vision seeks to grow its ability to improve child well-being through increased funding from institutional grants: government, multilateral, major foundation, and corporate.

WV International, through consultation over the last year amongst national office, regional office, support office and global center leaders, has decided it must undertake strategic and operational adaptations in order to grow its grants funding portfolio.

Water, Sanitation and Hygiene (WASH) is a key element of WV West Africa’s regional strategy and the region has an important WASH grant portfolio, mainly established in Ghana, Niger and Mali. In order to support more children and strategically contribute to Child Well-Being through WASH, it is envisaged to grow the WASH portfolio, particularly in the 4 remaining countries (Chad, Mauritania, Senegal and Sierra Leone) as well Central African Republic, where WV is implementing a CAT Emergency Response to the social-political crisis in the country.

Under the direction of the Resources Acquisition and Management (RAM) Director and in collaboration with the WARO RAM Hub, this position will seek to mobilize external funding from private and public sources to support the implementation of the Regional Strategy as well as National Office Strategies, with a focus on WASH programs and projects in West Africa Region, including the emerging WASH component of Securing Africa’s Future. The responsibilities include donor engagement, proposal writing, strategy and tool development and capacity building at the regional and NO levels. Pursue specific WASH evidence-based strategic partnerships to enhance resource mobilization to support community participation and management of the water and sanitation facilities.

Areas of Responsibility: 

Under the direction of the Resources Acquisition and management Director, contribute to the Development/update Resources Acquisition and Management Business Plan, particularly for matters related to WASH

  • The RO has a RAM Business Plan with all WASH aspects adequately covered, which includes a donor landscape mapping, a prepositioning and donor engagement plan, and an analysis of the RO capacity advantages.
  • The RO has an efficient grant proposal tracking system, including WASH.
  • The RO has identified key partners for WASH and is member of key grant networks including WASH
  • NOs are supported in developing/updating their RAM Business Plan, with strong WASH component.
  • Prepare the WASH component of the monthly management reports to be submitted to the RAM Director.

WASH Resources Acquisition Performance

  • Grow the current RO institutional WASH portfolio and support NOs to do the same.
  • Achieve new WASH growth targets set by RO and support Nos in achieving theirs.
  • Under the direction of the RAM Director, work with the WARO RAM Hub to raise financial and material resources to support the WARO WASH programs and projects; this includes actively coordinating resources mobilization activities such as strategy development, donor engagement, and information sharing and proposals development.
  • Review and research possible WASH proposals and recommend whether the RO (or NO) should pursue these opportunities within the parameters of the growth targets and strategy.
  • Lead WASH grant applications and review donor proposal requirements.
  • Meet with WASH donors to clarify proposal requirements.
  • Pay field visits to collect data from NO RAM Managers for inclusion in WASH proposals.
  • Assist in the review of draft WASH proposals prepared by NO RAM Managers, and provide technical inputs and English editing.
  • Together with NO RAM Managers, assist research, develop and finalize high quality WASH proposals for submission.
  • Ensure WASH proposals submitted by RO/NO meet the requirements of donors.
  • Support Securing Africa’s Future by ensuring that a marketable WASH component is integrated in to the WARO and NO resilience strategies.
  • Identify priority countries for growth in WASH and directly support proposals writing and program design.

WASH Grants Management and Compliance

  • Be lead person on all aspect of WASH grant compliance, ensuring WASH grant management standards (e.g. reporting, procurement, visibility, transfer of assets, audit, etc) are understood and applied in the region.
  • Ensuring that all WASH grants acquired comply with the grant rules and regulations.
  • Coordinate with the RO/NO teams to ensure that there are regular monitoring visits to verify WASH grant compliance and financial management and to deliver WASH grant management training.
  • Manage WASH grant contract amendments, including donor liaison, working with colleagues in Policy & Programmes and NOs to ensure alignment between revised project implementation plans and budgets
  • Work with NO & RO teams to ensure andmaintain up-to-date WASH grant information on grant financial and risk monitoring data.
  • Develop training materials for and provide training on WASH grant management and compliance to NO staff as necessary.
  • Manage WASH grant reporting, proactively engaging with RO/NO colleagues to ensure reports comply with donor requirements in terms of their presentation and timeliness.

WASH Resources AcquisitionLeadership and Building the Capacity of NO Staff

  • Under the direction of the RAM Director, lead the Regional WASH Resources Acquisition Committee. Develop agenda for & facilitate weekly meetings.
  • Assist with building the capacity of NO staff in donors’ relations and resources acquisition.
  • Develop strong NO RAM Managers to be able to take up increasing WASH grant acquisition and management responsibility.
  • Build staff capacity on institutional WASH grant project/program management.
  • Build NO staff capacity to support sustainable local resources mobilization and development in WASH.
  • Provide leadership for the management of the Water quality Laboratory & Training center based in Tamale- Ghana.

Other Competencies/Attributes:

  • Must be a committed Christian, able to stand above denominational diversities.
  • Attend and participate in daily devotions and weekly Chapel services.
  • Perform other duties as required.
Educational Background: 
Masters level degree in business administration, policy, resource generation and management, engineering, water resource management, or equivalent;
Skills/Experience: 

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • A minimum of 3 to 5 years of relevant work experience in developing countries preferably Africa;
  • Experience in grant and private fund raising;
  • Experience in WASH proposal and report writing skills;
  • Experience in strategic networking and partnerships for financial resource generation and development;
  • Demonstrated leadership and the interpersonal skills necessary to building effective partnerships
  • Excellent English written and spoken communication skills are essential, and multiple language skills are highly desirable.

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field (30% field work)
  • Travel: 40% International travel is required.
  • On call: When called upon
