The Junior Program Officer (Grant Acquisition) is responsible for writing proposals, editing of reports, and close support to sector leads and key operational staff. The role provides close coordination between World Vision (WV) Bangladesh Refugee Response stakeholders and donors or WV HQ offices (Support Office) colleagues and will work closely with the Program Manager, program Director and MEAL manager. This position will focus more on the project design and development in of the response rather than in grant management

Areas of Responsibility: 

Key Objectives of the position:

  • Support the grants acquisition process of analyzing opportunities as part of Go-No Go decision process, connecting with in-country UN donor representatives, ensuring calls’ guidelines are followed, maintaining close coordination with
  • World Vision Support Office (SO) contacts, and maintaining contact with World Vision Bangladesh’s resource acquisition unit in Dhaka as required.
  • Search for and identify donor/funding sources beyond and in addition to the “typical” mix of donors that the response currently engages.
  • Provide expertise in facilitating project design, proposal development in a manner that ensures quality advantage in a highly competitive market.
  • Provide guidance and support to ensure the adoption, implementation and strategic reporting of rights based programing, Targets, and Indicators are reflected in grant designs as far as possible.

Grant Acquisition:

  • In close cooperation with Program Manager, Program Director and other team members, identify and seek out and respond to grant application opportunities that are in line with response strategic objectives.
  • Facilitate in-country proposal development, confirming proposed project ideas follow the opportunities’ guidelines.
  • Ensure high-quality concept papers and proposals are developed which meet World Vision and donor requirements.
  • Ensure compliance with WVI’s GAM system and other Response related grant acquisition related policies, and procedures.
  • Ensure WVB response’s grant tracking system is constantly updated with correct information, reported to others in a timely fashion and that such information is securely stored for future reference.
  • Liaise closely with the response Grants and Finance Departments throughout the grant acquisition process, ensuring all proposal and grant sections are completed on time and are of the highest quality.
  • Work closely response MEAL team to ensure all designs have M&E frameworks that will result in the collection and reporting of evidence based information.

Project/Program Design:

  • Ensure project proposals address community needs / include community participation, and are in alignment with the response strategic objectives and the WVI Child Well-being Outcomes and Targets.
  • Ensure log frames, budgets and other project proposal documentation are in accordance with WVI and Donor formats and standards and submit them to the Program Director, Finance Director, and other support departments for review and
  • approval prior to submission.

Grant Management & Compliance:

  • Work closely with the Program Manager to ensure thorough understanding by Program Officers and Project Managers of new grant requirements/compliance issues.
  • Assist in the organizing of and content delivery for new grant inception workshops.
  • Assist the Program Manager in coordinating the overall reporting of donor funded projects, ensuring that reporting requirements are met and reports are submitted to WV Support Offices and donors on time and in high quality English.

Representation and Networking:

  • Under the guidance of the Program Director and Program manager, represent MBRR at appropriate UN and NGO meetings and workshops; joint-agency assessments; and task force teams.
  • Facilitate collaborative working relationships with World Vision Support Offices.
  • Assist Program Director in pursuing and coordinating opportunities for pre-positioning engagement with donors and other funding source entities and alert the Program Director when there is significant advantage for their direct involvement.
Educational Background: 
Bachelor’s Degree in relevant field is essential.
Skills/Experience: 
  • Post-graduate university degree (Master’s) in international development or relevant field -preferred.
  • Advanced written and oral English skills. (Ability to express ideas clearly and effectively, both in spoken and written English).
  • Strong understanding of the grants cycle.
  • Excellent analytical and problem-solving skills.
  • Familiarity with major donor funding requirements such as – UN Donors, USAID, Canadian Government, EU, ECHO, DFID, DFAT, etc.
  • Knowledge of project design, proposal development, M&E systems design.
  • Understanding of integrated response programming, particularly in protracted crisis and processes.
  • Thorough knowledge of MS Office, Lotus Notes and Microsoft Teams.
  • Strong capacity building and facilitation skills.
  • Cross-cultural sensitivity, flexible world view, emotional maturity and physical stamina.
  • Self-starter who can work independently under pressure and who has ability to manage work tasks without direct supervision.
  • Strong ability to work with and relate to diverse personality types, to practice relational and ideological tolerance, and to contribute to a positive organizational culture.
  • Ability to maintain performance expectations and healthy social interactions in stressful working environment.

Preferred Skills, Knowledge and Experience:

  • Demonstrated experience in designing and delivering training.
  • Demonstrated project management stills and the ability to work effectively under pressure (particularly in a crisis situation).
  • Ability to communicate well in English (verbal and written) – particularly in a crisis situation.
  • Computer literate (Word, Excel, PowerPoint).
  • Professional - behave in professional manner at all times and demonstrate ability to represent the organization well at interagency meetings.
  • Demonstrated personal values, attitudes and behaviors that are consistent with World Vision Core Values.
  • Minimum of 2-3 years working experiences in the humanitarian field and preferably working in programs.

Work Environment/Travel:

  • This position requires regular travel between the field-based offices and programming areas.
  • International travel may also be required.
  • Non-standard work hours due to the nature of the security occurrences – may be asked outside of normal office hours.
