Lead the implementation of Monitoring, Evaluation and Learning (MEL) for the Strengthen Civil Society Globally (SCS) project in Guinea entitled Citizen Involvement in Health Governance (CIHG). CIHG’s objective is to foster civic engagement in ongoing health system reforms through increased citizen access to relevant information and strengthening channels for citizen dialogue with public officials -- district appointed and elected council officials, members of the National Assembly, and clinic management. The position is based in Conakry, Guinea.  A Guinea National is preferred. The post is open immediately. The project ends July 2020.  Provide technical guidance by designing, implementing and refining MEL systems and procedures. This includes overseeing key components of MEL system including valid, reliable data collection, analysis, and reporting on key output, outcome and impact indicators for the program. Work closely with the program team to ensure compatibility and coordination within the existing MEL framework, and consistency with national and donor requirements. Work on data analysis and use products and mechanisms to promote evidence-based programming, and timely feedback in relation to targets or identification and resolution of gaps. Work on assessments and other routine program monitoring and evaluation activities across the organization. Strengthens MEL system, building capacity of partners and staff, and improving alignment and support to host-country MEL systems. Undertake periodic reviews of program and/or country MEL systems, and participate in planning MEL system strengthening actions. Provide guidance on information systems for quality assurance, as well as best practices documentation, reporting and collaboration/learning. Participate in national and donor MEL forums when the opportunity arises.

Areas of Responsibility: 
  • Serve as the project expert in MEL and lead the implementation and management of SCS-Guinea/CIHG’s MEL.
  • Perform MEL functions across the entire program portfolio and its activities, including the review and oversight of data sent through the project’s mobile data entry application used by project staff and partners.
  • Identify and report on successes and failures during implementation.
  • Maintain the project/activity and annual MEL plans, data collection, annual and semi-annual reports; analyze monitor and evaluate progress toward planned milestones, achievements and expected results, and report regularly on such progress to diverse target audiences including USAID, beneficiaries and other stakeholders.
  • Plan, prepare, review and monitor field implementation of and ensure adherence and compliance to the appropriate USAID policies, frameworks and guidance.
  • Manage the project’s approved Performance Management Plan, work with project staff and USAID to ensure timely and consistent data collection, consolidation and communications.
  • Provide technical assistance in the monitoring activities to ensure compliance with US Government regulations and document program impact, performance and achievement of results.
  • Conduct internal data quality assessments to ensure the quality of reported data and maintain well-organized archives for project consortium and partners.
  • Organize project qualitative data collection using a specific methodology to document project impact at all levels
  • Ensure the capacity building of project staff and partners in MEL and the project MEL system
  • Attend the project’s coordination meetings and other project meetings and keep SI support team up-to-date on MEL support requirements for CIHG project
  • Develop and support the design and implementation of end of project evaluation, surveys and other components of the programs M&E system.
  • Provide training to staff, primary stakeholders, and implementing partners on MEL components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.
  • Identify best practices for documentation as success stories, technical reports, or peer review publications and reviews surveillance, research and evaluation publications prior to release to stakeholders.
  • Provide quality and timely submission of all required project reports.
  • Liaise with national, multisectoral and donor MEL colleagues to ensure programs provide complementary support and contribution to evolution of country MEL systems.
  • Performs other duties as assigned.
Educational Background: 
Bachelor’s Degree required. Master’s Degree or its International Equivalent in applicable field preferred.

  • Is informed about current developments in area of M&E technical area.
  • Guinean citizenship strongly preferred. Regional candidates favorably considered.
  • A minimum of three years of progressively responsible, professional-level experience in MEL or related sector program management in a fast-paced, multi-cultural environment, applying strong inter-personal, organizational, and ME&L skills is required; 8+ years of experience is preferred.
  • Experience in design and application of methods and strategies to produce, analyze and use data, and share/communicate information with a variety of actors in different environments; build or develop capacity related to MEL and/or MEL systems development.
  • Functional knowledge of project area: civic engagement/good governance programming.
  • Must have strong inter-personal skills such as communication, negotiation, representational and program/project management and coordination, time management, quantitative and analytical skills with ability to communicate technical information clearly and effectively.
  • Have strong knowledge in the use of KoboToolbox systems. 
  • Must have excellent French writing and speaking ability. English language communications skills are preferred. (3 writing/3 speaking level).
