The Junior Program Officer (JPO) will support the Humanitarian & Emergency Affairs(HEA) Unit by contributing to the development of quality concept papers/proposals to enhance fund acquisition and ensure smooth implementation of relief, recovery and rehabilitation projects of World Vision Lanka (WVL). This position will provide required support to the World Vision Lanka (WVL) Emergency Response across the country during emergencies. Reporting to the Manager HEA, this position will liaise with donors & other related partners & stakeholders in mobilizing resources for the effective delivery of HEA programs in line with the organizational goals & objectives.
The Junior Programme Officer will support the HEA Programme Development Unit by contributing to the development of high-quality project concept papers, proposals, and assessment plans which enhance fund acquisition
- Develop high quality concepts and proposals to enhance fund acquisition & strength funding base for HEA programs/projects.
- In consultation with the HEA Manager, negotiate with Support Offices and other Bilateral and Multilateral Agencies to access and plan programmes accordingly
- Oversee assigned projects & be responsible for the effective monitoring of physical and financial progress of the projects in line with the donor agreements & WVL Policies & Procedures
- Ensure project implementation is in line with the principles of the Red Cross Code of Conduct, SPHERE, LCP and other WV standards and policies.
- In consultation with the Manager HEA ensure effective planning & preparedness for the delivery of well-coordinated Emergency Response management, in meeting the needs of the affected communities when required
- Maintenance of all Project Agreements and other project related documents in line with the grant agreements, policies & procedures
- Prepare situation Reports before and during emergencies & compile HEA management reports as required
- Strong familiarity or experience with the workings of a non-profit organization and with non-profit;
- Proven ability of working in a team environment
- Strong familiarity or experience with the workings of INGO’s and World Vision in particular;
- Excellent communication skills and ability to present clear and concise guidelines;
- High level of communication skills in English and Tamil and/or Sinhala.
- Good IT skills & competent user of MS Office Suite (Word, Excel. Powerpoint)
- Proven ability in program implementation, budget managing, reporting and evaluation
- Ability to multi-task with several complex and demanding concurrent projects;
- Experience in liaising and networking with donors and partners within and outside the country would be an advantage
- Excellent analytical /problem solving skill and detail orientation Ability to travel 15% (or as required)
- Emotional maturity and commitment to the tasks at hand
- Able to travel minimum of 15% of work time
