FHI 360 in collaboration with Implementing Partners in Sri Lanka is implementing the United States Agency for International Development (USAID)-supported “Technical Assistance Partnership” under the Global LINKAGES Project. This partnership assistance focuses on strengthening the HIV response among key population (KP), thereby helping to maintaining low HIV prevalence status.

Areas of Responsibility: 

Job Summary / Responsibilities:

Program Manager will be based in Colombo and will work under the direct supervision of Technical Advisor, LINKAGES Sri Lanka, based in FHI 360 in India. S/he will assist the Technical Advisor in developing annual work plan and progress reports for submission to USAID and to undertake other important documentation. S/he will play a major role in overseeing local procurements and in the day-to-day coordination with local partner/s and consultants to ensure timely execution of the different technical assistance activities in Sri Lanka.

Key Responsibilities

  • Support in the day-to-day operations of the project including preparing annual/monthly work plans.
  • Support in procurement of external services, vendors and consultants as per requirement of the project.
  • Ensure monitoring of partner scope of work and budget spends, oversee implementation, ensure quality of program delivery / deliverables, ensure timely and accurate reporting and fund flow management;
  • Support the project team in design, implementation and monitoring of sub-contracts including tracking deliverables, maintaining a central repository of all deliverables.
  • Support in carrying-out periodic assessment using standard tools e.g. Integrated Technical Organizational Capacity Assessment (ITOCA) and Action Planning tools, Organisation Performance Index tools etc.
  • Active participation in building capacity on organization development (OD) and advocacy of the community champions and KP representatives.
  • Attend key trainings and capacity building activities of the local sub-grantees and ensure that all procurement requirements for organizing the training as per FHI 360 requirements are met.
  • Support on all relevant documentation including donor reporting.
  • Attend all key stakeholder meetings including meetings with sub-awardees and donor planning and review meetings.
  • Any other business as assigned by the Project Director / FHI 360 Country Director.
Educational Background: 
Diploma and/or advanced degree in Social Sciences with a minimum of 3-5 years of relevant work experience
Skills/Experience: 

Qualifications:

  • Past experience of working on HIV / AIDS prevention projects with key populations in Sri Lanka is essential.
  • Demonstrated ability to work with civil society organizations, local health staff, and government stakeholders.
  • Strong interpersonal skills, logical and clear thinking and articulation skills.
  • Motivated, enthusiastic, analytical and a logical thinker, with a learning mindset
  • Ability to work independently on multiple tasks simultaneously, and to meet deadlines with quality products.
  • Excellent written and verbal communication skills in English and Sinhalese is essential. Ability to communicate in Tamil will be an added advantage.
  • Ability to travel up to 50% of time.
  • Proficiency in Microsoft Office applications including MS Word, Excel and PowerPoint.
