Working under the direct supervision of the MEAL Manager & in collaboration with the Area Program(AP) & Area Development Program(ADP), technical specialists, & the Grant Project Teams, the MEAL Officer, will play a vital role within the Grants Acquisition & Management Department (GAM). The position will ensure high-quality program design & implementation of World Vision (WV) grant-funded programs by implementing best-practices in Project Cycle Management (PCM). The Officer will establish systems and provide guidance to grant teams to ensure adherence to established standards including WV and donor standards, values, principles & requirements in line with WVL strategic goals & objectives, policies & procedures
He/she will develop an effective MEAL systems for grants, and thus enabling quality programme development & management. (MEAL frameworks, Plans, develop Tools, and supporting Reporting & Review) Through continuous engagement, the position will provide crucial support for the management and implementation of WVL grant funded programs by developing a strong evidence base and continual learning, ensuring lessons learnt/ best practices are captured & built into program design, proposal development and programme delivery. The MEAL officer will also facilitate implementation of the Accountability Framework, ensure that lessons learned are communicated to stakeholders, and assist with cross-sectoral coordination.
- Support the MEAL Manager develop & lead in implementing a robust MEAL system & process for delivering high quality projects/ programs for the well-being of children(MEAL systems will follow PCM model; including planning, implementation, monitoring, learning, documentation, reporting & shared learnings for continual improvement of program design & delivery)
- Manage the implementation of the baseline, monitoring, evaluation, accountability and learning process, which includes collecting, analyzing, and reporting on all required indicators as per the MEAL framework at the project level
- Contribute to developing high quality grant designs & formulation of successful funding proposals/bid submissions & strengthen the efficient & effective implementation of projects and learnings for future programming
- Strengthen capacity of project staff/partners & relevant stakeholders on required MEAL process, systems & standards & develop their monitoring, evaluation, accountability & learning systems knowledge and approaches to strengthen the impact of WVL
- Lead in developing a responsive, functional and appropriate feed-back mechanism to improve current project implementation & provide a strong evidence base & continual learning ensuring lessons learnt are captured & built into improved program design and delivery
- Support the project staff in ensuring the MEAL systems and reporting clearly reflect WV’s contributions to the well-being of children especially the most vulnerable
- Lead the review periodic donor/Govt reports of the projects to ensure compliance with established M&E guidelines, formats & programming standards
- Provide leadership to the project teams ensuring compliance with donor requirements/standards & WVL policies procedures
- Provide additional MEAL support to WVL in humanitarian situations to ensure rapid and flexible responses to emergencies
- Minimum of 3 years’ experience in M&E in community development with hands on experience in handling baseline, impact evaluation & related research exposure preferred
- High level computer skills including data entry and using various MS applications such as MS Word, PowerPoint and Excel, including the use of formulae and data analysis functions & macro, and the preparation of pivot tables, charts, and tables.
- Able to handle digital base data collection tool development and data collection Ex-ODK, Tangarine
- Excellent communication skills, both oral and written, reporting in English and at least one of Sinhala/Tamil.
- Understand poverty issues, development theories and holistic development preferred
- Excellent Computer skills in MS office, SPSS, Epi info and other statistical packages
- Excellent skills in developing digital base data collection tools and development
- A team player with demonstrated collaboration skills &the ability to mobilize and work as part of a diverse team to achieve desired goal
