To direct the National Office program evaluation strategy and lead strategic evaluations to develop promising and proven practice addressing food insecurity, contributing to capacity building resources for the Feeding America food bank network. 

Areas of Responsibility: 
  • Work with the Vice President of Research to create a strategic evaluation road map and knowledge management framework for designing and leading strategic evaluations that build the knowledge base of promising and proven practices addressing outcomes of charitable food assistance interventions.
  • In consultation with relevant national office staff and external technical experts, design and manage multi-site outcomes focused program evaluations that will inform service delivery and provide evidence to advance effective practice models addressing food insecurity. Evaluations focus on implementation, outcomes, and cost value designs and are designed to integrate into an active service delivery environment.
  • Lead and directly implement small scale evaluations in partnership with the associated subject matter experts, including evaluation design, data collection, data analysis, and reporting insights shared with key audiences and integrated into practice strategies.
  • Lead and oversee all aspects of external advisor / research vendor relationships, including development of contracts, billing, confidentiality and data ownership protocols, work plan development and monitoring of progress and success in completing deliverables.
  • Work collaboratively and cross functionally to develop proposals for funders interested in building program evaluation capacity.
  • Develop a set of best practice research vendor/partner standard operating procedures, including guidelines on the treatment of indirect costs, use of Institutional Review Board (IRB) procedures for evaluations involving human subjects, and data ownership and publishing procedures from evaluation studies conducted by or for FA. Once established, monitor the alignment of evaluation activities with data governance best practices.
  • Create analytic findings from the evaluations and engage with responsible team members to develop and release effective reports and translational research materials to disseminate findings internally and externally to diverse audiences, including practitioners, policymakers, donors and the public.
  • Assist with Feeding America research projects as requested by either the VP of Research.
  • Identify and cultivate a network of high quality research partners and national organizations that conduct evaluation research to engage in knowledge sharing and joint evaluation as appropriate.
  • Develop best practice resources for FANO staff and network members to build capacity in evaluation design, implementation, and analysis including best practices in conducting rigorous evaluation designs (implementation, outcomes, and cost value). Disseminate tools through developed channels of written and virtual resource environments for understanding existing evaluation research findings and tools to support development of rigorous evaluation approaches within the network.
  • Serve as a thought leader around assessing and building program evaluation capacity for Feeding America.  Represent Feeding America at national research conferences, network meetings, etc.
  • Monitor trends and issues impacting nonprofit program evaluation.
Educational Background: 
BA/BS or equivalent preferred.
Skills/Experience: 
  • Advanced Degree preferred Minimum 8 years’ experience in related evaluation and research activities, including 4 years in management.
  • Strong knowledge of and experience leading complex evaluations, implementation, outcomes, and cost value designs, in human service environments with rigorous designs.
  • Experience developing knowledge frameworks and tools for practice use.
  • Strong knowledge of food banking programs and activities.
  • Track record of success and complex problem solver.
  • Strong interpersonal and communication skills.
  • Demonstrated capacity to translate data into insight and effective action plans.
  • Excellent organizational skills.
  • Strong technical skills including data analysis in qualitative and quantitative software including Nvivo, STATA, SPSS.
  • Proven presentation experience and proficiency.
