The AmeriCorps Construction Systems VISTA supports pre-construction activities (e.g., land acquisition, long-term planning, design management, environmental management, and budgeting), contracting activities (e.g., bid solicitation and evaluation, subcontractor scheduling and communications, change management, payment, and closeout), and project controls functions (e.g., cost and schedule tracking, status updating, and performance reporting). The incumbent will work at the direction of the Construction Manager and consult with Site Supervisors and Procurement personnel as necessary and will provide input into construction policies and procedures and organizational development activities as the construction program expands.
Pre-Construction Management (30%)
Land acquisition
- Supports the identification of potential land
- Identifies land-use and development requirements for target lots, including those associated with:
- Community needs
- Grant requirements
- Architectural and accessibility restrictions
Environmental condition
- Tracks status of land acquisition activities in support of construction goals
- Oversees phases of development from pre-development through ground breaking:
- Ensure long-range Level 1 and Level 2 schedules are developed that include key homebuyer and development milestones
- Provide ongoing reports on pre-construction status, including opportunities and threats to meeting goals, and create plans for overcoming obstacles
Design management
- Participates in designer evaluation and engagement when applicable
- Participates in design development activities
- Develops schedule and estimate for design development activities
- Manages alignment with long-range construction budget and schedule
Environmental management
- Participates in environmental consultant evaluation and engagement when applicable
- Participates in environmental management activities
- Develops schedule and estimate for environmental management activities
- Manages alignment with long-range construction budget and schedule
Budgeting
- Supports development of annual budget and monthly cash flow projections
- Supports cost estimates throughout pre-construction processes
- Develops detailed project budgets in accordance with WBS and subject matter expert input
Resourcing
- Assist in resource planning to ensure the necessary resources – financial, material, and human -- are available to complete the team objectives
- Interdepartmental communication
- Communicates and collaborates with other parts of organization on improvement opportunities and cross-departmental decision
Contracts Management (30%)
- Supports the identification and pre-qualification of potential subcontractors
- Maintains approved vendor log, including tracking of relevant licenses and certifications
- Develops subcontract scopes of work based on relevant design and work breakdown structure (WBS)
- Solicits, receives, and evaluates subcontract proposals
- Develops subcontracts for award
- Maintains subcontractor document files
- Schedules subcontract start dates and coordinates with schedule for self-performed work and schedule of other vendors
- Consults with Site Supervisors and Procurement personnel regarding subcontractor safety management, quality management, and performance verification
- Manages subcontract change management processes
- Reviews subcontractor invoices and recommends payment
- Manages subcontract close-out process and archives relevant information
Project Controls (30%)
Schedule
- Updates project schedules based on Site Supervisor reported progress
- Participates in development of long-range plan, project-specific CPM schedule, 3-week look-aheads, and recovery schedules where necessary
Cost
- Reviews and approves invoices
- Allocates costs to cost codes based on WBS
- Reviews actuals and updates budget and cash flow projections where necessary
Risk
- Estimates cost and schedule impact of assigned risks and updates project budget and schedule where necessary
- Develops mitigation plan for assigned risks
- Manages assigned risks
- Document management
- Maintains project documents per retention requirements
Grant Compliance (10%)
- Reviews grant proposals for alignment with construction plans/processes
- Track compliance with construction requirements of grant
- Report on status of grant compliance

- Previous experience in residential construction, repair and/or maintenance, preferred
- At least two years’ experience leading volunteers in project execution
- Willingness and ability to develop construction crew leader skills to augment site team when necessary
- Understanding of the Habitat for Humanity mission and operations
- Two years of work experience in a professional setting, preferably in construction or a related industry preferred
- Formal training or certification in project or construction management related to the responsibilities above
