We seek qualified candidates for the position of Civic Engagement Specialist based in the Phnom Penh, Cambodia, office supporting an anticipated USAID-funded civil society strengthening project in Cambodia that is expected to begin implementation in October 2019. The project will focus on expanding citizen participation and collective action to hold local governments accountable for public services, through increased access to information, analysis, dialogue, and the use of social accountability tools.

Areas of Responsibility: 

FHI 360 seeks a Civic Engagement Specialist to lead and support activities designed to work with citizens, community leaders, civic groups, and CSOs to strengthen social accountability. The Civic Engagement Specialist will work closely with Provincial Field Coordinators and be responsible for:

  • Launching Civic Awareness Campaign to make Cambodian citizens more aware of and more comfortable to participate in civic engagement and local planning.
  • Hosting trust-building and dialogue sessions among civic groups and local government officials to identify constructive opportunities for social accountability.
  • Working to build awareness among Cambodian partners and citizens about specific social accountability opportunities.
  • Leading stakeholder management and developing agreements and partnerships with national, provincial, and community-level partners.
  • Managing coordination of key actors, including grantees at the national, provincial, and community levels.
  • Working directly with Provincial Field Coordinators on multiple forms of civic engagement under the program.
Educational Background: 
Bachelor's degree in international development, social work, psychology, education, conflict mitigation, international policy, or another related field requireed.
Skills/Experience: 
  • Requires 5-8 years of relevant experience in the area of social mobilization, stakeholder management, and partner outreach.
  • Has ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Proficient writing and verbal communication skills.
  • Must be able to read, write, and speak fluent English.
