We are currently seeking qualified candidates for the position of Senior Teacher Professional Development and Certification Advisor (hereafter, “Advisor”) for an education project. This position will be based in Cairo, Egypt and is contingent upon award.

The Advisor will work, in collaboration with the CoP and the DCoP, to coordinate all activities with a technical approach related to improving in-service teachers’ professional development, designing a state-of-the-art professional development system for teachers that is backed with technology and innovation, and revamping the teachers’ licensure and certification system at the MOETE.

The Advisor will also be responsible for sharing new knowledge/evidence and international best practices related to education system reform, in-service teacher education, and incentivization. This will include guiding teams of technical experts (including MOETE staff) to design the necessary professional development packages, course design, and systemic and institutional reforms. S/he is also expected to provide technical advice based upon expertise and knowledge of evidence-based methods and strategies, current practice, and established research standards to ensure quality and rigorous design. The Advisor will provide overall technical guidance to the project by:

Areas of Responsibility: 
  • Providing technical leadership and guidance related to the project’s components to the CoP, DCoP, Director of Monitoring, Evaluation, and Learning, and other key technical staff; this includes leadership for ensuring that project interventions are free of gender-bias, promote inclusion and equity in their design, application, and reach, and integrate appropriate technology;
  • Serving as the lead manager for the Teacher Certification and Incentivization component of the project, including managing the workload and performance of the project technical team;
  • Leading the design and development of short training courses and capacity building sessions for both project staff and select MOETE staff and other Egyptian educators who will serve on specific work assignments;
  • Ensuring that continuous professional development courses and training modules adhere to internationally recognized principles and meet appropriate quality norms;
  • Supporting senior project staff in the identification of appropriate experts (Egyptian and international) to provide technical and capacity building support to key project interventions, including developing detailed scopes of work and monitoring the performance of the experts;
  • Playing a pivotal role in working closely with government authorities, universities, other partners, and local teams to develop and agree on specifications for building both a teacher professional development system and a certification and incentivization system for teachers and other educators;
  • Leading communication efforts, in collaboration with the CoP and DCoP, to ensure that key stakeholders in the MOETE and USAID are informed and consulted about project progress, success, and challenges in a way that would keep the government informed so that project adaptation would ensue because of appropriate/effective data collection and feedback loops;
  • Working closely with the CoP, Operations Manager, ministries, and universities to complete project objectives in a compliant way, on budget, and on time; and
  • Providing overall quality assurance oversight on the design, implementation, and evaluation of program activities to ensure alignment with project objectives and government policies.
Educational Background: 
A Master’s degree and 8-11 years of professional experience in the successful development and implementation of educational reform and professional development programs for educators in in-service and pre-service programs;
Degree should be in Education or another relevant field from a nationally or internationally recognized university;
Skills/Experience: 
  • A minimum of 8 years of professional experience in the successful development and implementation of educational reform and teacher professional development programs for educators in Egypt or the Middle East (preferably USAID programs);
  • Strong knowledge in international best practices for teacher certification and licensure systems. Specific experience in teacher training and mentoring, ideally having used innovation and technology to support these areas;
  • Proven experience in mentorship and staff capacity building;
  • Experience in the education sector in Egypt or the region;
  • Must have demonstrated ability to work in complex environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines;
  • Experience as a teacher or teacher educator is preferred; and
  • Proficiency in oral and written communication in English and Arabic preferred.
