This position will be based in Cairo, Egypt and is contingent upon award.

This project aims to support the Government of Egypt in strengthening teacher excellence at the primary level through the design and adoption of an effective in-service continuous professional development (CPD) system aimed at enhancing educator knowledge and skills, particularly as they relate to effective curricula delivery. The project will also support the institutionalization of a professional development certification and incentive structure that recruits qualified candidates and promotes professional growth among educators and school leaders, enabling the in-service program to support overall teacher excellence.

The Deputy Chief of Party (DCoP) must complement the strengths and responsibilities of the Chief of Party. The DCoP is responsible, under the supervision and in close coordination with the CoP, for day-to-day project management, including management of the project’s operations and administration, staff, activities and sub-awards and oversight of monitoring, evaluation and reporting. S/he will manage departmental or cross-functional teams focused on project implementation and plan and direct schedules. The DCoP is responsible for monitoring the project from initiation through delivery and ensuring completion of the project on schedule and within budget constraints.

Areas of Responsibility: 
  • Daily oversight of project activities;
  • Providing supportive guidance and supervision to technical and program staff and managers who are charged to implement activities within the assigned area of expertise;
  • Leadership on financial and contractual aspects of the project;
  • Collaborates with in-country technical advisors and headquarter-based technical staff to ensure the project is implemented according to organization and industry best practices, program framework, and regulations;
  • Provides support to the overall leadership and management of the project, ensuring strategic program direction, managed growth, and compliance with organizational policies and procedures and donor regulations.
  • Providing oversight for project monitoring and evaluation activities in collaboration with the relevant team lead;
  • Contributes to timely and accurate donor reporting
  • Supervising the recruitment, hiring, and management of all local staff and consultants; and
  • Supporting performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
Educational Background: 
Bachelor's degree and 10 years of progressively responsible experience managing international
Skills/Experience: 
  • development projects - preferably in the field of education reform - or a master’s degree
  • with 8 years of progressively responsible experience managing educational development
  • projects;
  • Degree should be in Education or other relevant field from a nationally or internationally recognized university;
  • Proven leadership in the administration of similar-sized international donor technical assistance projects;
  • Budgeting, financial management, and policies and procedures oversight experience, especially related to USAID programming;
  • Effective strategic planning, program evaluation, and project management skills;
  • Strong consultative and negotiation skills;
  • Ability to build positive local working relationships with local communities, government officials, and donor representatives;
  • Ability to analyze and establish effective and supportive cross-program coordination, organizational procedures, and management systems;
  • Preferred experience in the education sector in Egypt or the region;
  • Must have demonstrated ability to work in complex environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines;
  • Ability to participate in all representation and technical meetings in English; and
  • Proficiency in oral and written communication in English and/or Arabic preferred.
