The Finance Manager is responsible for all aspects of financial management and support services including other Administrative functions of the project. S/He must familiarize with USAID policies and regulations regarding financial monitoring and reporting, audits, procurement and other controls. The Finance Manager is responsible for the financial management of grant from start-up through close-out. S/he ensures proper financial management, accountability, planning, and reporting in alignment with the goals of the grant, World Vision financial procedures, USAID regulations, and the grant agreement.

Areas of Responsibility: 
  • Advise program teams on resource integration options to meet match requirements of grants and on recovery of indirect and field ministry service costs for grants and private funding (5%)
  • Lead the development of the annual program budget, monitor actual performance and develop cash flow projections (10%)
  • Review and/or generate financial reports for compliance with grant and donor requirements (15%)
  • Analyze spending trends and provide feedback and analysis to team leaders and field colleagues on areas with significant over- or under spending (10%)
  • Prepare close-out documentation at end of funding cycles in compliance with donor regulations (5%)
  • Support in facilitation of internal and external audits for the project by providing required information and there after implement audit recommendations (10%)
  • Enhance Risk management for the project on cost allocations, general accounting, internal controls and administrative systems as required including implementation of good internal controls, asset monitoring and reconciliation of all funds accounts (15%)
  • Manage cash disbursements in accordance with World Vision Field Financial Manual, USAID Rules and Regulations and local financial regulations (15%)
  • Manage liquidity position of the project and ensure staff and partners are well facilitated. (10%)
  • Perform other duties including performance management for staff (5%)
Educational Background: 
Master’s Degree in Business or Public Administration with a focus on accounting or finance.
USAID will consider a Bachelor’s degree in finance, business or public administration with a minimum of 10 years of demonstrated experience in financial management for large donor-funded health projects. (highly desired)
Skills/Experience: 
  • Written and oral proficiency in English and French. (required)

Technical Skill and Abilities:

  • Knowledge of USG assistance and policies/procedures, and understanding of USAID financial monitoring and reporting, auditing and controls. (desired)

List additional work experience required as a minimum qualification for this position.

  • 8-10 years of experience managing finances for large NGO programs in Burundi or in a
  • country of similar context (highly desired)
  • 8-10 years of experience managing operations for USAID or other donor-funded Activity of similar size and scope, including all HR and administrative functions and with at least 5 years of direct supervisory experience. (Highly desired)
  • Demonstrated experience in Activity financial management, including financial controls and audit, as well as reporting on accruals, pipeline, and expense validation and reimbursement to service providers and sub-recipients. (Highly desired)
  • Experience in establishing administrative management procedures and standards in relation to human resources, procurement, information system technologies and relationship (with vendors) management (highly desired)
  • Previous experience working in challenging operating environments and/or countries of similar socio-economic context managing activities of similar scope and complexity. (highly desired)
