To lead the World Vision Brussels team/office, mobilising the World Vision Partnership to sustain growth in income from, and influence with, European Union institutions in order to increase impact in the lives of vulnerable children worldwide.

Areas of Responsibility: 

EU Representation:

  • To oversee the development of World Vision’s positioning and relationships with EU institutions in Brussels and around the world and as WV’s senior representative with the EU to maintain high level contact with senior Brussels based EU officials.

Civil Society Relations:

  • To oversee WV’s membership and engagement in relevant EU focused civil society consortia/platforms and maintain close, effective relations with key Brussels based civil society partners in child focused and faith based humanitarian & development organisations.

World Vision Partnership Engagement:

  • To ensure close collaboration and effective relations with key colleagues and stakeholders across the World Vision Partnership: in European offices, WV global leaders for grants, advocacy, priority ministries & sectors, regions and other global capitals, including oversight of the European Programme Reference Group. To ensure that resources and capacities across the World Vision Partnership are leveraged in order to maximize income and influence from/with the EU and to lead negotiations with senior WV colleagues on major initiatives, opportunities and challenges.

Strategy:

  • To lead and oversee the development and implementation of WV Brussels’ strategy, plans and activities towards its dual objectives of growing EU grants income and EU advocacy for vulnerable children.

EU Grants and Advocacy:

  • To provide direction and operational support to WV Brussels and partners in EU grants acquisition and advocacy with EU institutions as needed and ensure performance monitoring of key metrics (including on EU grants across the WV Partnership) to inform future strategic priorities, decisions and investment.
  • Finance, human resources and administration: to support and oversee the development and implementation of effective policies, systems and procedures in WV Brussels, ensuring alignment with relevant WV policies and systems and with Belgian law. To ensure and oversee sound financial management and administration, including development of an annual budget, audited financial accounts and ensure a sustainable financial model is in place.
  • Team: to lead and oversee the WV Brussels team, ensuring the recruitment, management and development of a high performing staff team, ensuring talent, performance and succession are well managed. To lead and nurture a positive team culture in line with WV’s core values.

Governance:

  • To support the governance of ‘World Vision Brussels and EU Representation ivzw’, liaising with the association’s members and Board of Directors on membership and governance matters and supporting preparation, conduct and follow up of Board and association general meetings to ensure full compliance with Belgian fiscal and legal requirements.
Educational Background: 
Master's degree level, preferably in international development/humanitarian, political science, international relations; or business management in an international setting.
Skills/Experience: 
  • Minimum 10 years’ experience in the international development and/or humanitarian sector with a minimum of 7 years’ experience in senior management and/or strategic leadership roles.
  • A strong track record in working effectively with a wide range of stakeholders in large, complex international organisations, at senior levels.
  • Strong working knowledge and understanding of the humanitarian and development sector, including government donor trends and relations.
  • Excellent people skills with demonstrated ability to lead, manage and motivate a diverse and international team, fostering a positive team culture.
  • Strong working knowledge and understanding of the humanitarian and development sector, including government donor trends and relations.
  • Proven strategic leadership and track record in the acquisition and management of institutional grant funding, preferably including from/with EU institutions.
  • Excellent verbal and written communication skills, with demonstrated networking and diplomatic skills and proven public speaking ability in high level political and policy settings.
  • A good grasp of financial and human resource management.
  • Strong personal commitment to and compatibility with World Vision’s core values.
  • Fluency in the English language.
  • Must be legally eligible to work in Belgium12.
  • Effective in written and verbal communication in English and French; other European languages desirable.

Preferred Skills, Knowledge and Experience:

  • Citizen of a European Union member state.
  • Extensive experience and relationships within the World Vision Partnership.
  • Strong working knowledge and understanding of the European Union’s institutions and processes in development and/or humanitarian fields.
  • French and/or German language.
  • Knowledge and experience of child rights related policy and advocacy.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 25% of the time.
