Habitat for Humanity International is seeking a seasoned Consortium Project Manager to oversee the implementation of a three-year project funded by the European Union (EU). The Development-Education, and Awareness-Raising (DEAR) Consortium Project Manager is responsible for the overall implementation, administration, management, reporting and general technical direction of the EU-funded program within the 12 EU countries under the grant agreement, which is valued at just under 5 Million Euros over the course of three years. The "Solid Ground" project seeks to engage Europeans in 12 countries to expand North-South solidarity in addressing development issues, such as land rights, through promoting development education in schools, involvement in advocacy campaigns and events, etc. As our ideal candidate, you will hit the ground running because they have significant exposure to grants and projects funded by the EU. KEY RESPONSIBILITIES: Reporting to Habitat's Director of Resource Development for Europe, Middle East, and Africa, and with the support of three staff members, the Consortium Project Manager provides regular updates to the Project Steering Committee on the deliverables and project status as well as providing finance and budget oversight, staff and resource management within the project scope. This person is a key contact point of all the management aspect in this project and also will provide all the program and technical supports to the program implementation team.
- Manage the implementation of the overall project by designing, planning, monitoring, evaluating and reporting project activities accordance with the donor agreement. Plan and implement the activities to achieve the greatest impacts as possible.
- Provide strategic leadership and directions to the project staff and project partners including yearly work and performance plan preparation, regular reviewing of the project activities, budget monitoring, ensuring the short term and long term priorities in order to have a smooth implementation and create the sustainable environment.
- Build and maintain strong relationships with partners, government officials, donors, similar organizations and other stakeholders.
- Oversee the support services such as finance, administration, logistic to ensure the proper financial management systems, procedures, compliance and local HR policies are in place.
- In conjunction with financial, logistic and program managers, oversee internal and external annual audits and mid-term evaluation, ensuring any agreed recommendations are implemented and adopted within the project implementation period. Also advising the project team on the terms of the contact and annexes including the European commission Practical Guideline to Funding and the Financial Procedures.
- Review contract, grant conditions and other legal documents relating to EU project, to ensure the terms and conditions are acceptable, review budget regularly and ensure project partners are adopting the compliance and financial procedures of the EU.
- Drafting, compiling, reviewing and editing the interim and final project narrative and financial reports accordance with EU requirements and ensure the timely submission of these reports to the EU.
- If required, represent the project and the organization publicly, at both the national and local level as well as EU/international level.
- Design and implement the communication strategy of the EU under this project.
- Ensure that lessons learned from this project are effectively documented and communicated
REQUIREMENTS:
- 7+ years of directly-related project management experience including implementation and oversight of donor-funded development programs, including personnel, budget and financial oversight.
- Extensive knowledge and experience with regulations, administrative and financial procedures related to EU grants and development projects.
- 3+ years of personnel management experience and outstanding leadership skills.
- Solid management, coordination and relationship-building skills across a variety of stakeholders and constituencies, both internal and external.
- Experience with contract management.
- Experience with marketing and communications campaigns, traditional and online media knowledge an advantage.
- Excellent communication skills as well as problem solving, analysis, decision-making and negotiation.
- Fluent in English, both written and oral.
- Willing and able to travel up to 25% internationally.
PREFERRED:
- Experience working with multi-sector, multi-country programs strongly preferred.
- Experience specifically with advocacy, awareness-raising, development-education or risk-management projects funded by the European Commission (EIDHR, CSO-LA, etc.).
- Language skills in any other EU member state languages.
