To ensure and supervise the donated food and vouchers are handled and dispatched as per the standards of the organization and donors requirements. The holder of this position is verifying and supervise the tracking and accountability systems. The person will be responsible for the formulation and re-conciliation of reports in collaboration with other colleagues under his responsibility.
Areas of Responsibility:
Leadership & Implementation:
- Design, provide leadership and technical guidance in food assistance programming to meet the needs of the most vulnerable.
- Liaise with Donors and Support Offices (SOs) to mobilize resources (financial and Commodity) for Emergency Operations Plan and recovery projects.
- Engage in the recruitment and performance management of Commodity staff.
- Ensure the effective integration of Humanitarian Emergency Affairs (HEA) programming into World Vision Central African Republich (WVCAR) development programs to ensure that communities are able to detect, mitigate against, prepare for, respond to and recover from emergencies.
- Coordinate food distribution, including raising food requisitions, random oversight of end-use monitoring to verify that food and non food distribution are properly accounted for according to international standards set by food assistance donor and other partners.
- To support and ensure integration of Food Assistance Programming in WV Central African Republic.
- Build the capacity of staff on commodity management, accountability, systems and procedures as per donor and WV standards.
Monitoring & Reporting:
- Monitor and manage shipments of food, arrange inland transport and ensure that losses are mitigated and reported as required.
- Take lead in producing the required management and progress reports for Donors, Government, International Offices and Support Offices.
- Oversee, manage, review and approve National and Prefectural commodity accountability reports (eg; CSR, RSR, LSR, CSS).
- Ensure regular updates of the Commodity Tracking System.
Standards & Accountability:
- Actively participate in budget preparations and regular financial monitoring.
- Establish accurate and complete accounting, and internal control systems and maintenance of all relevant records.
- Ensure that past Audit recommendations are implemented and appropriate documentation is kept for future audits.
Collaboration & Networking:
- Participate in inter-agency coordination meetings, assessments, task force teams and workshops/conferences.
- Coordinate and collaborate with other stakeholders (NGOs, UN agencies, Government, the Church and other humanitarian actors) on project matters.
- Representing WV to local government officials, UN/NGO agencies, religious institutions and community in a positive and professional manner.
- Perform any other duties as assigned by the supervisor.
Educational Background:
A minimum of a Bachelor’s degree in Development studies or related field. Master’s degree holders will have added advantage.
Skills/Experience:
- Strong knowledge of Cash/Food/Voucher programming and good working experience with UN WFP, FAO, and USAID.
- 5 years minimum experience in humanitarian or development work, preferably in developing and fragile contexts.
- Excellent written and verbal in French and knowledge in English.
- Must be a strong writer. Demonstrated ability to mobilize cross-functional proposal team with the right staff and right time to meet deadlines.
- Proven experience in networking with donors and partners to bring about funding opportunities. Persuasive presentation skills: face-to-face and in public settings.
- Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills.
- The candidate will be able to positively influence others who are not necessarily part of their team.
- Culturally sensitive in professional and personal life.
- Team player; the ability to mobilize and work as part of a diverse team to achieve the overall goal.
- Good knowledge in Monitoring, Evaluation & Humanitarian Accountability principles in order to support in project learning events, conduct capacity building for M&E and HAP among staff and community leadership.
