Provides technical and scientific leadership to those designing, and implementing technical strategies, programs or tools in specific technical areas. Provides technical advice based upon expertise and knowledge of evidence- based methods and strategies, current practice, and established operational and research standards to ensure quality and rigorous design. Builds capacity in country-level, regional or global program staff. Assesses current technical, scientific, managerial and operational efficiencies at the program, regional, or global levels as appropriate. Provides guidance to ensure that program implementation adheres to appropriate technical standards and guidelines and that programs are technically sound. Responsible for sharing best practices in their field of expertise and contribute to the knowledge base through participation in technical networks. Shares new knowledge/evidence and best practices through collaboration with relevant departments and personnel. May be required to coordinate and work with a diverse group of organizations, such as the Ministry of Education, District Education Officials, international and national development partner organizations, and the USAID mission in order to complete work. Participate in resource development activities. Responsible for accomplishing assigned job responsibilities, and following the standards and practices of the department and division. Responsible for planning and scheduling own work flow and timetables, within area and function guidelines. Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures. Specifically:

Areas of Responsibility: 
  • Provide technical leadership in design, development, implementation and evaluation of a reading intervention. Technical leadership also in math and social and emotional learning preferred.
  • Manage technical staff working on materials development and training design.
  • Provide quality assurance for the implementation of teacher training, coaching and community outreach. 
  • Build collaborative relationships with governmental agencies, donor/client organizations and other NGOs to enhance quality and effectiveness of programming. 
  • Providing thought leadership on capacity-building efforts for stakeholder groups. 
  • Collaborate with M&E team to develop tools and to interpret and use data for programming and reporting.
  • Review, analyze and evaluate the effectiveness of education activities and make recommendations for improvement to meet project goals. 
  • Represent the organization on this component externally at professional meetings and conferences. 
  • Maintain collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs and consistently maintained and viewed as a knowledgeable resource in the area of literacy and girls' education. 
Educational Background: 
Master’s degree or higher in one of the following fields: in reading education, curriculum and instruction, or elementary teacher education, or education with a reading focus; 
Skills/Experience: 
  • Working knowledge of linguistics, math, and instructional design; 
  • At least 7 years of demonstrated technical expertise, experience in Central Asia; 
  • Experience and expertise in overseeing the design of instructional materials for large-scale education programs required; 
  • Experience teaching in primary schools strongly preferred; 
  • Demonstrated technical expertise with literacy assessment, teaching and learning materials, and scripted lessons required; 
  • At least three years of demonstrated excellence in a management position, preferably including direct supervision of professional and support staff, and quality evaluation of staff performance and deliverables is preferred; 
  • Ability to organize and conduct trainings and technical workshops related to literacy is preferred; 
  • Experience and skills related to policy-making and/or parent and community engagement preferred; 
  • Excellent oral and written communication skills in English and Russian are required. Kyrgyz fluency is preferred.
