FHI 360 is currently recruiting for the position of Governance Advisor for a USAID/Kyrgyz Republic civic organizing program. This proposed five-year project will enable horizontal and vertical networks of individuals and organizations to advocate for and bring about change across issues that resonate with local communities and increase government responsiveness and accountability in the Kyrgyz Republic.

The Governance Advisor will be responsible for the project’s plan for engaging the Government of Kyrgyz Republic  (GoK) and advancing policy and citizen participation at the local and national level. This position will work closely with the project team to strengthen citizen, civil society and media capacity to effectively use social accountability mechanisms. The Governance Advisor will develop and maintain working relationships with various GoK stakeholders, and secure GoK buy-in for project activities.

Areas of Responsibility: 
  • Provide technical support to the project team in implementing the project’s plan for engaging authorities and advancing government responsiveness and accountability in the Kyrgyz Republic.
  • Establish alliances with government officials at the national and sub-national level, CSOs, and media organizations to promote dialogue, citizen engagement, and accountable governance.
  • Provide technical support for the design and implementation of activities intended to improve government responsiveness and accountability.
  • Support project staff in building CSOs’ and media organizations’ capacity in effectively engaging with government officials for reform, and carrying out advocacy and oversight activities.
  • Develop and maintain strong working relations with key local and national government representatives, CSOs, media organizations, and implementing partners.
  • Provide other technical and programmatic support as needed.
  • Contribute to development of programmatic progress reports, annual work plans, and other programmatic and technical deliverables.
  • Perform other duties as assigned by the Chief of Party.
Educational Background: 
Bachelor’s degree or its international equivalent in international development, international affairs, or related field.
Skills/Experience: 
  • At least 8-10 years of program design and management experience in government engagement and accountability, governance reform, and civic mobilization; or, a Master’s degree in these fields and at least 5-7 years of experience;
  • Excellent understanding of policymaking and citizen participation processes;
  • Solid knowledge of the KR civil society sector is required;
  • Demonstrated experience working and building relationships with government officials at the national and sub-national level;
  • Preference given to candidates who demonstrate prior experience with policy analysis, research, advocacy, social accountability mechanisms, and social inclusion;
  • Knowledge of USAID rules and regulations and prior working experience with USAID-supported programs is preferable;
  • Proven interpersonal and communication skills and the ability to work with diverse and multidisciplinary teams;
  • Knowledge of the political, social, cultural, environmental, and development context of Central Asia (Kyrgyz Republic experience preferred);
  • Strong written and verbal communication skills in Kyrgyz and Russian required, English preferred.
