The Senior Program Officer will support the Director of the Europe office with both internal and external duties as manager of the European team and member of the Donor Government Relations (DGR) and GPA leadership teams. This will include:
- Leading and coordinating DGR’s part of the health replenishments bodies of work, in close coordination with PAC, GR leads, and Director and Managing Director of DGR.
- Undertaking additional responsibilities and workstreams as needed in support of the Director and the European team (e.g. advising other team members, undertaking time limited projects, responsibility for grant management, etc.).
- Provide strategic advice and support to the Director in their internal leadership roles (e.g. in role as executive sponsor of Co-Chair trips in Europe, member of DGR & GPA leadership teams, overseeing the grant pipeline and approvals, etc.), as well as with internal communications such as internal updates, developing team meetings, liaison with other foundation teams as needed etc.
- Provide strategic advice and support to the Director in their external role, including assisting the Director with prioritization of activities, advising on/accompanying to meetings or deputizing when necessary, occasionally preparing briefings/speaking materials, notes of meetings and coordinating follow up, etc.
- Drive DGR efforts on GAVI, GFATM, GFF, GPEI and UNFPA Supplies resource mobilization and replenishment strategies, to provide a coordinated DGR approach. Support DGR’s role within SDG3 action plan and WHO advocacy. Specifically, around providing input into the development of a replenishment strategy for GAVI in 2019 for a replenishment in 2020.
- Co-lead workstream on cross-cutting replenishment work to provide coordination between the various replenishment efforts in 2018/2019/2020 across PAC leads and the wider team. Provide a ‘secretariat’ to the cross-cutting replenishment steering committee led by the DGR Managing Director and PAC Deputy Director to ensure they have the information and preparation needed to provide leadership and take pan-foundation decisions on key cross-cutting replenishment issues.
- Develop and manage the ‘advocacy’ workstream of the global health campaign initiative in collaboration with the Director, relevant GR leads and communications.
- Manage a key anchor advocacy grant; including leading the renewal of that grant in late 2019 for the 2020-2022 period.
- Provide ad-hoc support to the team as needed and flexibility to lean in or run workstreams or one-off projects as needed.
- Collaborate with Adviser to the MD on ad hoc DGR activities and projects (including leadership advocacy and outreach planning and others).

- Comfortable in a wide range of cultural, geographic and operational situations. Ability to demonstrate culturally sensitive behavior to engage with a diverse range of people.
- Experience planning and executing engagements involving foundation directors/presidents/CEO/co-chairs advantageous.
- Ability to travel up to 25% of time as needs dictate.
- Candidates with Schengen country work authorization/passports preferred.
