Associate Director, Kentucky Out Of School Alliance (KYOSA)

Provide statewide leadership to improving education and out-of-school time opportunities for children and youth, particularly low-income children. Create a sustainable structure of statewide, regional, and local partnerships, particularly school-community partnerships, focused on supporting policy development at all levels. Support the development and growth of statewide policies that will secure the resources that are needed to sustain new and existing school-based/school-linked afterschool programs. Support statewide systems to ensure programs are of high quality.

Areas of Responsibility: 

Program Quality & Improvement – 30%

  • Oversee ongoing communication among the statewide network and ensure broad distribution of best practices, and policy and advocacy information. Provide leadership, goals and vision for the program's future; responsible for properly communicating that vision internally and externally. 
  • Conduct presentations and other outreach programs to diverse audiences to support the network’s priorities and initiatives. Prepare, deliver or assist with training opportunities for OST program providers, KYOSA staff, and KYOSA members as appropriate. 
  • Increase the network’s sustainability, including working with the Board and/or Advisory Committee to develop a strategic plan, build relationships with both public and private funders, develop fundraising strategies, and write grants. 
  • Protect financial assets and ensure compliance with all applicable requirements. 
  • Accumulate and research data, documents and other pertinent information as needed.

Administrative & Sustainability Efforts – 40%

  • Work with the Executive Committee and Board to develop the network’s initiatives. Develop a program organization and staffing plan to assure attainment of objectives; make changes as appropriate concerning additions to or reductions of staff. 
  • Lead, coordinate and oversee the network’s initiatives and operations, including policy development and field projects. 
  • Conduct policy and field research as needed to support the development of the network’s initiatives, including legislation, state budget requests, school-community partnership initiatives, etc. Work with experts and stakeholders in the field to help form the network’s projects. 
  • Strengthen and broaden the network statewide to include a broad base of school leaders and personnel, community leaders, businesses and other partnerships in support of children and youth’s needs afterschool. Coordinate program operations and activities; coordinate matters affecting other programs with those affected; cooperate with other state agencies, national partners and members on matters of mutual concern. 
  • Work with key stakeholders nationally, including ATAC and the SAN leads in other states to assist in the development of the SAN networks. Serve as the state point person for the Afterschool Alliance to support national policy efforts. 
  • Develop and strengthen a positive working relationship with statewide leaders in education: KDE, Prichard Committee, etc. 
  • Supervise up to two staff in program support roles

State and National Advocacy – 30%

  • Build and maintain ongoing relationships with the legislature and the administration. Increase the network’s visibility, and represent the network as needed. 
  • Work to connect the needs, concerns and issues of schools, the afterschool field and communities to the development of new policy initiatives. Determine and communicate program objectives, standards and policies; measure performance against objectives to update plans. 
  • Oversee the organization of grassroots support for legislation and other policy initiatives. 
Educational Background: 
Bachelor’s degree or relevant equivalent experience is required. 
Skills/Experience: 
  • Minimum 5-7 years’ experience in non-profit and/or out of school time educational agencies. 
  • Experience with financial management, grant writing and grant management is expected. Associate Director must have the skills to effectively communicate, manage employees, work with an executive board and publicly represent the program with local, state and national agencies/organizations.
  • Willingness to travel regionally and out of state. (40% of time)

Preferred Qualifications 

  • Meeting facilitation and negotiation skills. Experience working with a Board and/or Advisory Committees is helpful. 
  • Familiarity with statewide policy and budget development, afterschool programs and practices, grassroots organizing, network theory, and state agency practices. 
  • Strong people skills and an ability to relate to diverse groups and individuals. 
  • Effective listening and strong verbal and written communication skills. 
  • Comfort and skills in public speaking. 
  • Media and communications experience. 
  • Management skills, with an emphasis on team building and a collaborative approach.
