Senior Program Officer/Program Officer, R&D Advocacy

This position falls within the China Country Office (CCO). The goal of the China strategy is to assist China in becoming a more effective partner in global health and development through strong domestic partnerships and leveraging its rich development experience and innovation capacity.

The China Program has three long term strategic goals

  • China-Africa: Partner with China in its transition to be a more effective partner in global health and development in Africa by drawing on its rich development experience gained from achieving the MDGs and influencing and activating Chinese policy, funding and resources
  • Innovation: Leverage China’s government and private sector R&D resource and product innovation capacity to achieve the foundation’s goals in global health and development
  • Domestic partnerships: Respond to acute needs, especially those with high political visibility, to build and strengthen domestic partnership
Areas of Responsibility: 
  • Lead the development of foundation’s R&D advocacy strategy in China with the long-term goal of supporting China to become a world leader in global health R&D on funding, scientific capacity and scientific output, such as breakthrough research, novel drugs and vaccines
  • Lead coordination within foundation stakeholders (China team, Seattle program and advocacy teams), and external stakeholders (e.g. different branches of Chinese government, industry, international organizations) to further the long-term goals of our China R&D advocacy strategy
  • Develop initial concept notes and work with partners on grant proposals that are aligned with the strategy
  • Manage all ongoing grants related to China R&D advocacy strategy and key relationships with core partners (e.g. Ministry of Science and Technology, National Science Foundation of China)
  • Provide regular updates to both China leadership team and R&D PAC (policy, advocacy and communications) team in Seattle
  • Support other team members in China program as needed
Educational Background: 
Advanced degree (minimum masters, MD or PhD highly preferred) in life sciences or medicine
Skills/Experience: 
  • An understanding of the drug/diagnostic research, development and manufacturing process
  • Excellent strategic/critical thinking AND program management/ implementation skills
  • Excellent relationship management skills and experience in working with a range of external partners, such as consultants, and leaders in industry, international organizations, government organizations, and academia
  • Highly collaborative in working internally with a team of diverse background in a matrix team (non-vertical) environment
  • Excellent written and oral communication skills, in positions requiring communication with a broad and diverse audience; Excellent public presentation skills, including ability to represent the Foundation at external events
  • Fluency in both Chinese and English

Education and Experience

  • A minimum of 7+ years’ demonstrated experience working in science and technology R&D funding and administration sector
