Based in Beijing, China, the Deputy Director, Policy & Advocacy is responsible for developing and executing policy, advocacy, resource mobilization and government relations strategies to build political support and advance domestic and global programmatic priorities (e.g. Malaria and Agriculture, in global health and global development programs) that are funded by, or executed within, China.

The CCO manages relationships with decision makers and influencers at the national level in China and with multilateral partners in support of foundation priorities. It is also responsible for the use of leadership voice and influence with government partners and will guide the team in the management of portfolios of foundation investments to support cross-cutting priorities within China. As part of this responsibility, this role will manage relationships with grantees, contractors and key partners to achieve the foundation's desired impact.

The Deputy Director develops and executes policy, advocacy, and government relations strategies to build political support and advance domestic and global programmatic priorities that are funded by or executed within China. In this role, the Deputy Director will contribute to the advancement of the foundation’s mission and impact by prioritizing collective success; modelling courageous inquiry and intellectual integrity; and nurturing people and building great teams.

Areas of Responsibility: 
  • Designs and executes the policy & advocacy strategy and portfolio in China based on a clear understanding of programmatic goals and direction across the China portfolio, in supportive of overall China strategy
  • Jointly accountable with the Deputy Director - Global Health, Deputy Director - Global Development, and Communications for resource mobilization and policy change for programs like Malaria and Agriculture, or other global health/global development programs
  • Collaborate effectively with the various partners across the foundation including global and regional programmatic leads for the achievement of the foundation’s goals in China and globally.
  • Act as a key representative across the scope of the foundation’s work in China including serving as a spokesperson to partners, at events, and for media at the local, regional, national, and global levels.
  • Communicate with division and program staff about opportunities and progress with critical partnerships, may develop reports, reviews and summaries for key stakeholders (e.g., Division President, CEO, etc.)
  • Be a critical thought partner, provide functional expertise to program teams on investments.
  • Develop and maintain strong relationships with senior leadership to ensure overall success of the vision.
  • Build and nurture strong teams and their leaders in the policy & advocacy space.
  • Contribute towards building an effective culture for impact at the China office.
  • In collaboration with other Deputy Directors, lead the engagement with foundation Co-Chairs and Executive Leaders when they visit the China office.
Educational Background: 
Advanced degree with 10+ years of experience, or equivalent experience.

  • Knowledge of international development policy and the key issues at global and national levels.

  • Experience in strategic planning and strategy implementation.
  • Demonstrated excellence in written and oral communication skills, and experience advocating and communicating with a broad and diverse audience
  • Experience in a role requiring collaboration in a complex organization and working with external organizations.
