World Vision is a Christian relief, development and advocacy organization dedicated to working with children, families and communities to overcome poverty and injustice. The Asia Pacific region is made up of seventeen countries:
Cambodia, China, Democratic People’s Republic of Korea (DPRK), Lao People’s Democratic Republic (PDR), Mongolia, Myanmar, Thailand and Vietnam in East Asia and Bangladesh, India, Indonesia, Nepal, Philippines, PNG, Solomon Islands, Vanuatu, Timor Leste (group under PTL office) and Sri Lanka in South Asia and Pacific. The Asia Pacific Region is under the oversight and leadership of separate Regional Leaders (RL).
The role of the Regional Office is to provide direction, guidance and technical support in the effective implementation of the global strategy to achieve the child well being aspirations of WV.
Forty five percent (45%) of the global disasters between1980-2009 are in South & East Asia. The region is vulnerable to economic losses due to these natural disasters. Although there were lesser occurrence of disasters in East Asia from 2007-2010, the number of casualties and population affected were higher compared to South Asia.
The Humanitarian Emergency Affairs Manager (AP-HEAM) provides support to Regional Humanitarian Emergency Affairs Director (RHEAD) on provision of strategic leadership in the implementation of HEA operation in Asia Pacific region. This position, reporting to the RHEAD, will support the Senior Director Operations for Ministry Impact and Engagement in ensuring that HEA operation in disaster risk reduction, preparedness, response, mitigation and transition management meets both WV and international standards.
This position will support the RHEAD on the provision of strategic leadership and advice to the Asia Pacific Regional Office and National Offices in the implementation of Humanitarian emergency response in the Asia Pacific region. The AP-HEAM will ensure the quality of WV’s humanitarian and emergency response and recovery engagement including the assurance of the appropriate HEA strategy, emergency response structure, policies, standards, staffing and resources. The AP-HEAM will also ensure that the National Offices are building effective disaster resilience of partner communities through emergency preparedness, response, mitigation and transition plan. The AP-HEAM will ensure support for effective mainstreaming of disaster risk reduction within longer-term development programming, through cross-functional efforts within the Ministry Impact and Engagement Team, and direct engagement with NOs.
Technical & Operational Support:
- Ensure that the HEA regional team works collaboratively with National Office HEA teams in providing technical guidance and expert advice to enhance the quality of HEA programs.
- Develop strategic linkages with Support Offices (SOs) and donors to increase visibility of WV programmes and widen funding base of Asia Pacific National Office’s in emergency preparedness, response and disaster risk reduction.
- Leverage emergency response resources including people, budget and infrastructure to ensure smooth relief operation.
- Contribute to the development of global HEA policies, guidelines and standards and provide leadership in contextualizing and mainstreaming these within the Asia Pacific region.
- Lead the development and adapt effective HEA models and strategies in disaster preparedness, mitigation and response.
- Collaboratively work with National Office, Global Rapid Response Team (GRRT) and regional HEA team in ensuring smooth management and operational transition after major relief operation.
- Facilitate the development of crisis country clusters for emergency response at sub-regional level.
- Facilitate the monitoring, evaluation and documentation of HEA programs/responses in National Offices (NOs).
- Ensure annual completion of DM scorecard for each NO.
- Manage surge capacity through pooled resources and RDMTs to meet DM requirements of NOs requiring such support.
Technical Leadership:
- Advise and support the National Directors / NO HEA Directors during disasters ensuring appropriate emergency response and prompt relief services that is aligned to WVI Standards and International Humanitarian standards.
- Provide direction, guidance and support to NO HEA teams ensuring that their strategies, plans and priorities are aligned to the global disaster management (DM) strategies and standards.
- Provide leadership to the Asia Pacific Regional Disaster Management Team during local or global humanitarian emergencies.
- Practice servant leadership and be a role model for the staff team, peers and others.
- Support the development of regional HEA guidance and annual business plan in support of global DM strategies and priorities.
- Contribute to the development and implementation of organization wide communication and change management during Regional Office transition.
- Act as a strategic link and focal point for regional HEA connecting National Offices, Support Offices and Global Center for mutual support.
Capacity Building:
- Facilitate the formation, continuous training and sustainability of Regional Disaster Management team within the scope of the Asia Pacific Regional Disaster Management team.
- Provide leadership to HEA regional capacity building projects / initiatives in alignment with global HEA capacity building framework and strategies.
- Advise National Offices on HEA core competencies and capacity requirement at national level.
- Share / facilitate access to HEA training resources and support opportunities for national offices. These may include engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring.
External Liaison and Collaboration:
- At a strategic and policy level, represent WV with Government agencies, UN, INGOs, in collaboration with National Offices, dealing with macro and local issues regarding humanitarian principles including advocating on key issues which affect the most vulnerable.
- Enhance constructive collaboration with regional networks, institutional donors, IASC members, technical working groups and organizations at regional and country level to ensure effective and efficient disaster management.
Knowledge Management:
- Lead the process of continuous learning in HEA practices, systems and tools that will enhance the efficiency and effectiveness the organization.
- Encourage mutual learning between National Offices within the Asia Pacific Region and between other regions.
- Contribute to establishment and use of HEA regional data bases and e-resources including regional good practices relating to human resources and organisational development as part of wider knowledge management strategy
- Facilitate formation and coordination of regional HEA forum or network that contributes to strategic action and promotes learning.
- Facilitate the documentation of best practices and contribute to the community of practice and center of excellence.
- Participate and actively contribute to partnership forums, working Groups and networks related to HEA as deemed necessary by regional leadership
- Work with other members of the AP team to ensure sound HEA practices within the wider ministry of World Vision in the region.
Quality Assurance / Risk Management:
- Ensure that HEA operation is compliant to WV’s policies, procedures, practices and standards.
- Ensure that HEA operation is compliant with international standards, practices and procedures such as Core Humanitarian Standards, Child Protection Minimum Standards, Code of conducts, etc.
- Collaborate with Regional Program Quality team in adapting and integrating DME standards, LEAP framework and tools in HEA planning for disaster preparedness and mitigation.
- Support the Regional Leadership in alignment of the National Office strategies, quality and needs related to HEA.
- Ensure that all HEA operation minimize and mitigate audit risks.
Management:
- Provide oversight to the management of exceptions during emergency responses in collaboration with Finance Director.
- Ensure the proactive and consistent cross-functional engagement of the HEA team as an integral part of the Asia Pacific regional Impact and Engagement Group.
General:
- Lead and support Christian activities that enrich and develop mutual growth in Christ.
- Perform any other tasks assigned by the RHEAD.
- A Minimum of 5-7 years in operational humanitarian experience with minimum of 3 years in a leadership role, preferably in Asia Pacific.
- Strong empirical knowledge of Humanitarian Sector including humanitarian charter, laws and standards.
- A thorough understanding of Code Humanitarian Standards, Red Cross Code of Conduct, Child Rights, etc.
- Strong Christian commitment, spiritual maturity and discernment evidenced by life and character including active and regular fellowship with other Christians.
- Strong ability and commitment in critical networking, relationship building, and partnerships, especially those outside of WV itself.
- Strong analytical, critical, strategic, creative and innovative thinking.
- High level awareness of global, regional socio-economic and political issues in Asia Pacific.
- Strong leadership and facilitation skills with demonstrated collaboration and team building skills.
- A proven record of developing people in a cross-cultural setting and initiating and implementing organizational change.
- A mature and committed Christian who can lead Spiritual Nurture activities.
- This role involves the coordination with geographically dispersed NO HEA teams located in national offices.
Work Environment/Travel:
- The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
