We are currently seeking qualified candidates for the position of Finance Manager to be based in Bangkok, Thailand for the USAID/RDMA Networks for Peace project.

Under the supervision of the Chief of Party, the Finance Manager will oversee sound financial management of the Networks for Peace project. S/he will also provide financial technical assistance and develop the capacity of grantee organizations in the region. S/he will ensure the achievement of all financial controls and performance objectives in accordance with requirements of FHI 360 and USAID.

Areas of Responsibility: 
  • Provides leadership and support for all financial management areas including accounting, payments, reporting systems and procedures.  Coordinates with related staff to ensure that project budgets, accounting and fiscal control procedures are implemented effectively.
  • Reviews and analyzes monthly financial reports regarding budgets, both actual and forecast; Prepares, updates, and submits financial reports to HQ according to financial procedures.
  • Provides recommendations to and consults with project leadership on the financial health of the project.
  • Maintains financial systems for field office and project accounting and grants finance management, including payroll, transfers, reporting to local authorities, FHI 360, and USAID.
  • Supervises a Finance and Grants Officer.
  • Prepares/reviews payments of monthly expenditures within signature authority guidelines.
  • Liaises with Finance/Business Managers in HQ regarding budget realignments, specific budget issues, and status of wire transfers.
  • Responsible for the maintenance of adequate financial resources in-country to support monthly program operations by submitting monthly advance request to HQ.
  • Assists with procurement solicitations and recommendations for potential providers of needed goods and services in accordance with USAID and FHI 360 rules and regulations.
  • Assists with financial monitoring of the grants program including pre-award financial/management surveys, requests for advances, funds disbursements and expenditure reconciliation, financial reporting, audits, and close-out.
  • Provides training and technical assistance on financial and grants management as needed to project staff, grantees and other implementing partners.
  • Oversee the monitoring and review of sub-project financial reports to ensure compliance with sub-project budgets and FHI 360 policies and USAID rules and regulations;
  • Provide support to the internal audit functions;
  • Performs other duties as assigned.
Educational Background: 
Bachelor's Degree or its International Equivalent - Accounting, Business Administration, Finance or Related Field. 
Skills/Experience: 
  • At least 5 years related experience in financial management, accounting, and/or budget management. 
  • Articulate, professional and able to communicate in a clear, positive manner with client and staff. 
  • Minimum of three (3) years of grants management experience and other agreements. 
  • Past experience working with civil society organization grantees is preferred
  • Knowledge of USAID rules and regulations is preferred.
  • Comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls, and financial information systems.
  • Mastery of Excel and familiarity with accounting systems and software such as QuickBooks or GFAS.
  • Excellent and demonstrated project management and supervisory skills.
  • Must be able to read, write and speak fluent English.
