Save the Children is the principal recipient for the 3-year regional Key Population Research and Advocacy (KPRA) project funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria. The KPRA project aims to gather evidence for community led HIV prevention and testing services amongst key populations (KPs) of sex workers, people who inject drugs (PWID), and transgender people in seven South and South East Asian countries - Bangladesh, Cambodia, Indonesia, Nepal, Thailand, Myanmar and Vietnam. The Project Implementation Unit (PMU) based in Kathmandu, Nepal manages the project.

Save the Children is seeking a full time Deputy Chief of Party (DCOP)/Senior Research and Monitoring and Evaluation (M&E) Manager to be based in Bangkok in proximity to four KP networks-implementing partners. Under the guidance of the KPRA project Chief of Party, the DCOP/Senior Research and M&E Manager will lead and provide oversight for the operational research, survey, baseline, midline, and end line research activities, and the routine monitoring and evaluation of the KPRA Project. The DCOP/Senior Research and M&E Manager will work closely with the Save the Children International (SCI) offices in Nepal and Thailand, and Save the Children US’ (SCUS) technical team (M&E, HIV/AIDS & TB Technical Advisors).

Furthermore, s/he will work closely with Sub-Recipients and project partners to ensure high quality quantitative and qualitative research and M&E activities. The position holder will be fully responsible for the oversight of all research and M&E related information, to ensure its availability in a timely, effective and efficient manner in close coordination with other project team members including those who support Advocacy and Communication, Finance and Programming.

Areas of Responsibility: 

M&E and Research - Technical Guidance to Ensure High Quality Program is Delivered and Targets are Met (Essential Duty, 65% of Time)

  •  Develop, implement, and continuously improve research and M&E systems for all project activities to support achievement of project objectives and evidence-based learning.
  • Coordinate research activities with all stakeholders (IRBs, Government and I/NGOs) including Sub-Recipients;
  • Support the development of the research protocols and instruments for key informant interviews (KII), focus group discussion (FGD) guides and assessment tools and ensure that survey design, methodology, and tools for analyses lead to intended results and impact;
  • Effectively roll out M&E collection and reporting systems to all staff and partners through training, site visits, manuals, and other technical support as needed;
  • Develop and manage a detailed work plan of research and M&E activities;
  • Ensure programming is aligned to targets and indicators contained in project proposal, and use the information from the M&E systems and tools to improve the program effectiveness;
  • Prepare high quality, accurate and timely reports for Save the Children, project partners and donors as required.
  • Assist SRs in generating study reports, research and survey findings and work with the project team and SRs to use findings in the design of evidence-based advocacy interventions
  • Contribute to and ensure dissemination of technical, M&E, research and survey materials and results among partners and at national and regional levels.
  • Undertake other duties which may be appropriate within the areas of responsibility of the post, and when assigned by CoP;

Ensure Contractual Compliance (Essential Duty, 5% of Time)

  • Ensure compliance with GFATM regulations, and procedures, including compliance with all Special Conditions and Conditions Precedent in the Grant Contract.

Representation and Networking (Essential Duty, 25% of Time)

  • When requested by the COP, represent Save the Children as the PR with SRs, CCM, I/NGOs, and Technical Strategy Groups. Also, represent Save the Children with WHO, the government and other agencies as required.
  • Represents Save the Children as the PR with GFTAM, maintaining positive relationships with GF Secretariat Team, specifically the GF M&E Focal person, and the Local Funding Agent as necessary.
  • In coordination with Save the Children in Bangkok, establish and maintain professional and institutional relationships with government ministries and departments as appropriate through sharing of reports, providing verbal updates and being transparent in SC PR management.

Reporting and Documentation (Essential Duty, 5% of Time)

  • Ensure the timely submission of all GFATM project reports, documents, and program publications including scientific submission as necessary.
  • Ensure that annual work plan and all other quarterly and annual reports are produced and delivered on time.
  • Prepare other written reports on program events and activities for the COP and GF SCUS Account Manager as required.
Educational Background: 
PhD preferred, but at least a Master’s degree in Public Health, Statistics, Epidemiology, Mathematics or related field or a related field, is a requirement.
Skills/Experience: 

Required Qualifications

  • Seven (7) years professional experience in research, monitoring and evaluation related to HIV and AIDS or Sexual Reproductive Health, including cross cutting areas such as advocacy and human rights;
  • Minimum of 5 years’ of experience in a senior management position with significant supervisory responsibility in international development/humanitarian work;
  • A proven track record of managing large, complex, multi-partner programs, with good knowledge of or working experience with the GFATM required;
  • Strong analytical skills and experience in program monitoring and evaluation, and in designing and/or conducting research studies using mixed, experimental and/or quasi-experimental methods;
  • Strong skills and familiarity with quantitative and qualitative data analysis software (e.g. SPSS, Stata; NVIvo, Atlas);
  • Excellent technical and writing skills, with proven ability to produce reports, proposals, research protocols, technical briefs, abstracts, articles, and to present findings at national and regional levels and for publications;
  • Evidence of research-related publications in internationally recognized journals (please share at least two of your most recent publications in your application);
  • Commitment to and understanding of Save the Children’s mission, values, and its competency framework (Accountability, Ambition, Collaboration, Creativity, Integrity);
  • Ability to work and live in Thailand.
  • Ability and willingness to travel to 6 countries under this grant 10-30% of the time

Preferred Qualifications

  • Experience working with HIV Key Populations, and Key Population-related research is highly desired;
  • Excellent verbal and written communications skills in English, proficient in at least one of the national languages in SAARC countries preferred;
  • Excellent interpersonal skills and ability to lead, motivate, and inspire the GFATM Program Team;
  • Ability to gain support from staff across teams and to build the capacity of others;
  • Sound strategic thinking and planning skills, including ability to think creatively and innovate and to set priorities, manageable work plans and evaluate progress;
