Habitat for Humanity International (HFHI) is seeking a Senior Program Manager – Disaster Recovery (Habitat Hammers Back). This key techical position is responsible for driving strategy, coordinating and managing the support services essential to the functioning and effective implementation of the Recovery Phase for the Habitat Hammers Back (HHB) Initiative and ensuring alignment with HFHI Housing and DR3 recovery efforts.
Areas of Responsibility:
Strategy
- Develop and maintain disaster recovery strategies and planning for the overall HHB Initiative and each of the respective responses (Harvey, Irma and Maria) complying with best practices within the Housing and Disaster Response/Recovery sector, as well as informing HFHI long term recovery strategies beyond HHB
- Establish and oversee, in conjunction with Habitat's Office of Government Relations and Advocacy, HHB's key advocacy programming and key government partnerships (HUD, FEMA, etc.) to ensure the best recovery for housing across the impacted areas
- Lead the HHB program/project design function through the creation of concept notes, proposals, research papers, etc. in close collaboration with Resource Development and impacted Habitat entitites.
- Actively work to develop and support the HHB strategy and operational plans, revise as appropriate to meet changing needs and requirements and work on knowledge sharing amongst impacted Habitat enities
- Establish and formulate strategic partnerships to create the largest impact for the HHB recovery efforts
Technical Leadership and Programming Quality
- As a housing and disaster recovery expert, provide technical knowledge and insight into ensure that HHB programming is meeting best practices within the Housing Sector (particuarly affordable housing) and Disaster Recovery Sector
- Act as an advisor to the support services offered to HHB entities and HFHI executed grants
- Provide leadership and guidance to HHB field staff and affiliates on recovery programming, working closely with the DR3 Department
- Eengage with working groups of National VOAD and support affiliates and SSOs to engage and influence state and local VOADs and Long Term Recovery Groups (LTRG)
- Manage the utilization of Habitat's Pathways to Permanence framework for HHB entities to maximize impact within their recovery efforts, including the respective creation of products and programming and ensuring that risk reduction strategies are at the core of the recovery effort.
- Travel to current/proposed project areas to perform assessments, project formulation and implementation, as well as, technical monitoring for field and program implementation.
- Act as an advisor for affiliate program products such as designs, budgets, Bill of materials, technical specifications, etc.
- Support the recruitment, training and supervision of essential technical staff, in coordination with US Operations or impacted Habitat entities , ensuring that program needs are met through high-quality technical expertise.
- Work on knowledge transfer by identifying and coaching local staff towards increasing the organizational capacity and long term sustainability of the Habitat entities readiness to respond to Disasters and managing recovery programs.
Project Management
- Provide oversight, monthly analysis and reporting ensuring efficient and effective use of resources.
- Develop implementation systems with minimized exposure and risk on the projects.
- Provide programmatic details to resource development team for funding proposals
- Promote/advocate HFHI's disaster response programs for donor knowledge and public awareness.
- Work cross-functionally with headquarters staff and other departments locally to ensure effective program delivery as per approved contractual and donor requirements and overall organizational commitments.
- Engage with extensive networking with key disaster response and volunteer management organizations (American Red Cross, Crisis Corps, etc.). and associated organizations in the strategic advisory group of the shelter cluster.
- Provide regular reports to HFHI and other stakeholders.
- Oversee the process of capturing lessons learned and promising practices
- Must be available outside of traditional office hours, including weekends and holidays, to meet unpredictable business needs.
Educational Background:
Bachelor's degree or equivalent combination of education and work experience
Skills/Experience:
- 6+ years of related experience
- Demonstrated ability to develop a team to accomplish a mission.
- Strong written and oral communication skills.
- Excellent attention to detail and strong organizational skills.
- Strong problem-solving skills and ability to multi-task.
- Ability to take initiative and work with little supervision.
- Ability to work effectively in a cross-cultural environment with multi-national staff.
- Strong oral and written communication skills in English.
- Must be available outside of traditional office hours, including weekends and holidays, to meet unpredictable business needs.
- Travel: 50-60%
Preferred:
- Language skills in the country of the response preferred.
- Working knowledge of the impacted region and its culture preferred.
- Degree in Disaster Management and/or Housing field (i.e. Engineering, Architecture, Urban Planner, etc.).
- Previous experience working with FEMA or HUD preferred
- Experience in affordable housing/construction management strongly preferred.
- Experience in non-profit program management strongly preferred.
