Monitoring, Evaluation, Accountability, and Learning (MEAL) emphasizes the use of evidence for decision making and continuous improvement throughout the program cycle. It focuses on measuring and demonstrating impact; being accountable to ourselves, donors, partners, and especially beneficiaries; and ensures and increases program quality. The MEAL Manager sits on the global MEAL team based in Atlanta and works to strengthen monitoring, evaluation, accountability and learning at HFHI and throughout the broader network. The MEAL Manager plays a lead role in the global roll out of the MEAL approach in priority countries by providing capacity-building support and technical assistance. The MEAL manager also provides technical assistance for proposal development and other key deliverables (such as evaluations) throughout the project life cycle for priority projects. The MEAL Manager is expected to champion accountability to beneficiaries in all of Habitat's work and support a wide range of activities around this, including the development of global policies and guidance and Community-Based Feedback and Complaints Mechanisms and other essential safeguarding systems in the field. The MEAL Manager deploys globally to support Habitat's programs. The MEAL manager supervises the work of the Sr. MEAL specialist who works closely with the manager to support MEAL globally.
 

Areas of Responsibility: 
  • Support the development of MEAL-related policies, systems, guidance and tools for HFH
  • Build strong partnerships with MEAL Area Office counterparts
  • Provide technical support to MEAL pilot countries
  • Deliver MEAL trainings, develop and improve the content of trainings
  • Support the design and implementation of Evaluations, Baselines, Midterms, Endlines, After-Action Reviews and other programmatic surveys and learning exercises
  • Support the development of proposals and program frameworks, specifically the development of logic models, logframes, indicators, & MEAL plans for specific projects or programs
  • Strengthen the global MEAL Community of Practice
  • Manage the global MEAL Leadership Team
  • Supervise the work of the Sr. MEAL Specialist
  • Other duties as assigned by supervisor
Educational Background: 
Master’s degree in international development, program development, research and evaluation, or related discipline.
Skills/Experience: 
  • 10 years relevant work experience may be substituted for the education requirement.
  • 5 Years of Related Experience
  • Strong attention to detail
  • Quick learner willing to tackle new challenges
  • Ability to meet tight deadlines
  • Strong programmatic MEAL experience
  • Experience with qualitative and quantitative methodologies
  • Strong presentation and group facilitations skills
  • Strong written and verbal communication skills
  • Experience producing papers/reports/case studies
  • Experience working internationally
  • Diplomatic and respectful of local culture
  • Computer Aptitude: Fluent in Microsoft Office applications

  • Experience managing staff

Preferred:
