The Technical Advisor, Monitoring & Evaluation, under the supervision of Director, Monitoring, Evaluation and Learning, will provide technical leadership and support to country program and global health management information systems for project data.
Areas of Responsibility:
- Manage and support high quality and timely implementation of M&E for the project, including guiding the high quality implementation of the PMP, including data collection and prepare project performance and data reports as required.
- Supervise and provide guidance to relevant country-level project staff.
- Lead development of quality assurance systems for the project to help ensure data quality and uninterrupted supply of critical drugs and pharmaceutical supplies.
- Ensure appropriate data collection tools and systems are in place and are being used correctly by staff and partners to collect required and accurate data for performance, monitoring and evaluation.
- Assist with programming charts and other data display/visualization products, and promoting easy access to these products, and actively mining the data for high quality custom analyses for program teams.
- Interact with and provide direction for the project’s management information system and database.
- Help update and review program performance monitoring plan (PMP) as required by the funder.
- Identify M&E technical assistance (TA) needs of partners, facilities and/or government counterparts and provide/organize TA through training, mentorship, and/or on-site supervision.
- Participate in program monitoring visits/forums with other project staff as necessary.
- Ensure all relevant project staffs are aware of and adhere to funder and government monitoring, evaluation and reporting guidelines and requirements.
- Continuously review and analyze collected data and advise program management on needed program revisions.
- Advise and promote best practices in M&E among project staff and partners.
- Produce learning materials (technical reports, SOTA briefs, peer review journal articles) that contribute to enhanced knowledge and improved policy and practices.
Educational Background:
Masters degree in Public Health, or related field, PhD preferred;
Skills/Experience:
- Strong data management and analytical skills relevant to the project
- Demonstrated ability to independently complete assigned tasks, train and facilitate learning and professional development among colleagues
- Familiarity with client/server or multi-platform application development.
- Solid understanding of basic assumptions of developing country public health practices for data acquisition and quality assurance.
- Well developed written and oral communication skills.
- Knowledge and experience in project-level database design and administration
- Knowledge of health, reproductive health or HIV/AIDS programming in developing countries.
Required Qualifications:
- 8 years of relevant M&E systems work, programming, and analytic experience.
- Experience working in procurement and supply chain management in developing countries an advantage; as is sound knowledge of DHIS 2 and other industry standard software.
- Experience providing technical assistance in different cultural contexts, including local NGOs, and knowledge of the local context essential, familiarity with USAID programs preferred
Travel Requirements:
- Ability to travel up to 25%.
