Advance the March of Dimes leadership in the field of maternal and child health through the on-going development and implementation of strategies that strengthen the public policy and volunteer advocacy components of our mission. Ensure that the March of Dimes advocacy and public policy positions meet the standards for excellence and both reflect and achieve the non-partisan nature of our goals.
Areas of Responsibility:
- Lead the development and execution of the March of Dimes Federal and state government affairs and public policy agenda. Ensure congruence with internal policies and programs and external advocacy efforts.
- Identify the legislative, regulatory and policy issues that have strategic implications for the March of Dimes and design and carry out the organization’s strategy to achieve the desired objectives. Create and lead coalitions to maximize MOD impact on public policy outcomes.
- Direct Federal and state policy and advocacy activities to advance MOD policy priorities (program and non-profit organization issues) through improved federal and state legislation, appropriations and regulation.
- Provide leadership and direction to March of Dimes staff in states in establishing and maintaining effective policy committees and coalitions.
- Provide guidance to staff in developing model legislation and policy research to advance the organization’s priorities in states as well as with the Federal government.
- Support the development of strong, nonpartisan volunteer participation in advocacy and work closely with communications and marketing staff to engage media interest in MOD policy priorities.
- Partner with other departments within the organization to identify funding opportunities to support policy development.
- Manage and develop the state and Washington, DC staff to ensure that policy and advocacy activities are consistent, coordinated and effective in delivering results for the organization.
- Represent the March of Dimes and its leadership before executive and legislative branch officials before Federal, state, local, and tribal governments, in public meetings, and with partner organizations.
Educational Background:
Master's degree (specialized area: Master's Public Policy or Master's Public Administration)
Skills/Experience:
- 10-12 years experience
- Developing legislative and regulatory initiatives (including writing/understanding legislative bill language and regulations), understanding the implications of Federal/State appropriations/budgets and the effect on implementation of legislation and regulations, administration/management, working with policy makers (elected as well as appointed), effective at creating and managing coalitions. Excellent oral and written communication skills, ability to manage professional staff and to direct field staff who are managed remotely. Ability to recruit, and maintain effective relationships with high level volunteers, including Members of the March of Dimes Board of Trustees.
