Oversee and build out the Office of Sponsored Programs (OSP) to provide strategic direction and guidance to national and market staff on applying for and managing grant funding as well as informing them of MOD guidelines and policies. Act as a clearinghouse for anything related to external funding coming in (i.e. grants, corporate funding) ensuring suitability/alignment with mission while enhancing revenue streams for MOD.
Areas of Responsibility:
- Provide strategic planning and develop a funding plan to support the existing work and expansion of the team to support the implementation of the national strategic impact plan.
- Support staff in applying for and administering grants as well as ensuring that other departments within the March of Dimes partner with OSP for externally funded projects throughout all components of the grant development process and award life cycle.
- Support the activities in the national strategic plan by providing oversight and direction on:

Pre-award
- Develop, update and implement department policies and procedures to streamline processes, ensure compliance with internal controls, and alignment with organizational changes.
- Oversee pre-award process to provide guidance and support services to local, regional and national office departments throughout grant/funding development process.
- Update and streamline ePIN process including moving process to Service Desk to remove barriers to submission.
- Oversee development and implementation of tracking system to create a single organizational grants management team and process.
Post-award
- Oversee the post-award process to manage post-award non-financial administrative activities of restricted awards. Work with PIs, program staff, Finance and Legal to coordinate project setup, procurement, vendor contracts, sub recipient agreements, project tracking and reporting, and vendor and sub-recipient monitoring; Work with project teams and Finance staff on grant account reconciliation to ensure project expenditures are within budget and in compliance with MOD institutional policies, donor guidelines and/or federal laws and regulations such as the Uniform Guidance and Federal Acquisition Regulations; respond to single audit inquiries. Manage and coordinate administrative aspects of federal grant awards including work plan and budget revisions and submissions, tracking and reporting via federal grant systems, continuation applications and closeout.
Contract process
- Oversee the review process for contracts, agreements, etc. through the legal department.
- Manage contract review process through legal and ensure contracts are signed by authorized signatories.
- Acting as a clearinghouse for anything related to external funding coming in (i.e. grants, corporate funding)
Revenue Development:
- Support revenue goals by providing quality support to mission and market teams. Contribute to, review and approve national level and designated state proposals submitted to Federal, foundation and corporate organizations to reach the revenue goals for the Mission Department as outlined in the strategic plan.
Compliance:
- Oversee Human Subjects Research (HSR) Protections and HIPAA compliance programs.
- In conjunction with HIPAA Privacy Officer, collaborate with General Counsel to ensure policy and procedures including training are up to date.
- Serve as in-house point of contact and provide technical assistance for research compliance and HIPAA-related matters.
- Ensure coordination of HIPAA Oversight Committee, assist with investigation of breach notifications, and provide support for internal risk assessments.
- Maintain Federal wide Assurance (FWA), IRB Authorization Agreements, and central repository of all HSR- and HIPAA-documents.
- Track and monitor compliance with HSR CITI and HIPAA staff training requirements.
- Ensure compliance on HSR/HIPAA training for all necessary staff
- Work with Finance and Procurement Departments to ensure policies and procedures are up to date and followed.
- Provide technical assistance to MOD staff in the National and market offices on matters relating to grant seeking, applying and monitoring. Respond to requests from mission and market staff and assist in applying for and processing grant awards.
- Learning and Professional Development: Complete required training as outlined by Human Resources throughout the year; participate in professional education conferences/meetings to support and maintain professional content; and leverage opportunities for enhanced leadership and growth.
- Other Duties As Assigned: Complete special projects as requested and in required timeframes
Educational Background:
Four year college degree or equivalent experience; master's degree preferred in grants management, non-profit managment or public health
Skills/Experience:
- 5-7 years experience
- Grant seeking programs, grant tracking and monitoring systems such as Amplifund, federal grant experience with expertise in federal compliance, particularly CDC, HHS, HRSA. Knowledge of HIPAA and HSR regulations.
- Leadership, ability to manage multiple priorities, work cross departmentally, and make swift and accurate decisions.
