The Director of Federal Affairs promotes the March of Dimes public policy agenda by directing federal advocacy activities and collaborating with other staff on state issues, public policy agenda and management of a robust volunteer advocacy program.

Areas of Responsibility: 
  • In collaboration with the SVP and other colleagues, develop policy positions and communicate them effectively to a wide range of audiences, including Congress, regulatory agencies, other organizations, the media and MOD staff and volunteers. Lead development of strategy to advance Foundation priorities across the entire March of Dimes federal policy agenda and activities to promote them. Serve as the primary contact with Congress and the Administration on federal priorities. Serve as lead staff on a portfolio of legislative and regulatory issues. Collaborate with departments across the organization to provide federal advocacy content to messages, events and media. Work with other departments to help manage federal aspects of an active grassroots advocacy program.
  • Provide active supervision of the two Deputy Directors of Federal Affairs to coordinate activities, guide tactics, and ensure success. Promote professional development of the federal team.
  • Work with state team to coordinate activities that have both federal and state implications or components. 
  • Work with the Manager of Grassroots Advocacy to design and execute effective grassroots campaigns on federal initiatives.
  • Represent MOD at meetings with Congressional offices, Administration officials, coalitions and other organizations, press activities, and other events. Promote the March of Dimes public policy agenda as appropriate in these settings. Maintain and grow a wide network of professional contacts through Congress, regulatory agencies, and other organizations.
  • Maintain strong relationships with a wide range of internal offices and bodies to ensure appropriate communication of advocacy issues. Identify and hand off to staff partners opportunities to revenue development. Participate in a range of internal projects, bodies and undertakings to ensure integration and offer OGA/AGA input. Participate in regular Board of Trustees meetings. 
  • Collaborate with other March of Dimes departments to provide federal advocacy content for various communications, social and traditional media, volunteer partners, and more.
  • Work with Volunteer Leadership and other departments to provide federal advocacy content for a range of volunteer activities and opportunities, such as joint advocacy campaigns with partners.
  • Oversee and participate in development of educational and advocacy materials and webinars for MOD staff and volunteers on federal issues, including through the Advocacy & Government Affairs conference.
Educational Background: 
Master's degree preferred in health policy, law, public health, public administration
Skills/Experience: 
  • 8-10 years of experience
  • Experience in health policy or advocacy 
  • Prior experience in a non-profit or association setting desirable 
  • Prior experience in Congress and/or the Administration desirable 
  • Experience in public policy development, lobbying, coalition building. Solid organizational and communication skills, including business writing. 
  • Ability to maintain high-quality relationships on a bipartisan basis; creative and innovative thinking in a rapidly-evolving environment; ability to balance multiple ongoing projects with both short- and long-term deliverables; good judgment with consistent follow through; ability to with staff and volunteers.
