Chief of Party/Senior Reading Expert

The Chief of Party/Senior Reading Expert will be responsible for the overall implementation of a one-year, USAID-funded childhood education project in Madagascar. The COP will manage the technical and administrative teams, with overall responsibility for overseeing coordination across results areas, coordination of decision making across key stakeholders, and supervision of partner organizations. S/he will have overall responsibility for the development of the vision, strategy, and technical direction of the project, leveraging home office technical specialists as needed to support project success. The COP will have overall responsibility in the areas of technical quality, monitoring, evaluation, reporting, operations, administration, logistics, procurement, budgeting, financial accounting, and overall client satisfaction.

Areas of Responsibility: 
  • Responsible for daily oversight and direction of project activities to ensure the project achieves its intended targets in a timely and cost effective manner;
  • Leads coordination among USAID and key stakeholders, including MEN, UNICEF, and other implementing partners/donors;
  • Provides overall technical oversight and guidance to the project’s support to improved reading instruction; provides technical expertise in childhood education and early grade reading to the project team as needed;
  • Supervises the production of instructional materials and capacity building sessions;
  • Liaises with government representatives and technicians on technical matters;
  • Communicates regularly with USAID to provide updates and progress reports;
  • Oversees planning and implementation of project activities, including reporting, tracking, and implementation of work plans;
  • Supervises recruitment and hiring of all local staff and consultants.
Educational Background: 
Master’s Degree in Education required preferably with a specialty in early grade reading; PhD in education with a focus on early childhood education or early grade reading is preferred;
Skills/Experience: 
  • Minimum of 15 years of experience working in early grade reading, preferably in Madagascar or East/Southern Africa;
  • Minimum 7 years of experience managing complex international and donor-funded development projects, preferably within USAID;
  • Demonstrated experience of capacity development and professional development is preferred;
  • Fluency in written and spoken English and French is required; familiarity with Malagasy is preferred.
