PSI seeks a seasoned Chief of Party (COP) to lead the management, coordination and reporting of all activities under an anticipated $25M - $49.99M 5-year USAID-funded project in Madagascar. The project will improve health product availability and accessibility in Madagascar through a total market initiative (TMI), with the goal to ensure that quality pharmaceuticals and health commodities are available and accessible to all Malagasy people on a sustainable basis through coordinated efforts of the public, private, and commercial sectors.

Areas of Responsibility: 
  • Lead the implementation and monitoring of the “Improving Market Partnerships and Access to Commodities Together (IMPACT)” project.
  • Oversee a management team in the project office, as well as key focal points across other regions in Madagascar.
  • Lead internal and external program planning, communication and reporting with sub-partners.
  • Build relationships and capacity among partners. Provide overall oversight of the project and maintain effective and regular communication with donors, implementing partners, Madagascar government entities and the private sector.
  • Serve as the focal point for engaging in dialogue with the Government of Madagascar (GOM) at central and decentralized levels in conjunction with donors on key issues relevant to IMPACT in Madagascar.
  • Serve as main point of contact/representative of the project to USAID.
  • Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID standards.
  • Ensure high-quality periodic reporting in line with USAID and PSI requirements.
Educational Background: 
Master's degree or higher in Public Health (MPH) or Business Administration (MBA).
Skills/Experience: 

The basics

  • At least 8+ years of demonstrated experience in the design, implementation, and monitoring of a USAID-funded project, preferably cooperative agreements of similar size and scope, preferably in Madagascar and/or Southern Africa.
  • Familiar with U.S. Government regulations (e.g. Federal Acquisition Regulations and Foreign Assistance Act).
  • 5+ years of experience building the capacity of the government, preferably in Madagascar.
  • Ideally 5+ years of experience in the private sector or providing technical assistance to improve private sector performance. Having worked in Madagascar on that would be an asset.
  • Spoken/written fluency in both English and French is required.
  • References will be required.

  • Experience in building institution, local technical, management and leadership capacity.
  • A good understanding of Social Marketing and Total Market Approach’s principles and cost recovery analysis.
  • Ability to successfully recruit, train, develop and manage staff.
  • Ability to manage cooperative agreements and all required programmatic and financial reporting requirements, including sub-grant management.
  • Ability to perform internal control functions to manage day-to-day operations of the project.
  • Excellent interpersonal and communication skills, both oral and written, in French and in English.
  • Excellent management skills.
