To support the Jordan Country Response Manager (30%) and the South Syria Area Manager (70%) in ensuring that effective security measures for the all programs/activities.

Areas of Responsibility: 

Organization & Planning:

  • Develop and implement organizational security actions at the National/Country Office and/or at Area Syria Response Level under the global direction for the Syria Response Security strategy.
  • Ensure alignment with WV security policy so as to ensure the operational priorities of the National/Country Office and/or Area Syria Response appropriately supported.
  • Ensure Security Risk Assessments, Area Syria Response Risk Ratings and Core Security Requirement standards, processes and procedures are completed in accordance with current Office of Corporate Security guidelines and trainings.
  • Provide leadership and the technical management of the security focal person’s in country and/or for the area of operations/activities.

Security of Operations

  • Work with the designated stakeholders in country and/or for the area of ops/activities to carry out Security Risk Assessments as required/directed.
  • Country and/or Designated Security Zone (DSZ) Risk Ratings are executed, established and updated as required by the situation/context.
  • Ensure Core Security Requirements are implemented in line with Country and/or Designated Security Zone (DSZ) Risk Ratings
  • Implement and conduct functional and operational security controls and coordination as remote management support
  • Provide input and support to management in crisis situations and critical incidents
  • Conduct security investigations when required.

Networking and External Liaison/Engagement

  • Represent WV at local UN/NGO security network meetings and ensure information from these groups is disseminated to relevant staff and through the operational activities
  • Provide and maintain information security through formal and informal field networking
  • Build ongoing networks for sharing security information and coordination.

Capacity Building and Technical Training

  • Coordinate the assessment, development and implementation of the national/country office and area Syria response capacity building plans for security management based on local/area(s) security risk assessments.
  • Seek to develop a culture of security awareness and monitor staff/contractor’s and/or implementing partners’ compliance to an extend possible

Reporting and Documentation

  • Provide a regular security report to the National Office, region and office of corporate security.
  • Ensure that all security incidents are reported in accordance with WV Security Policy.
  • Conduct performance reviews of the field-based security focal persons and when it applies for the areas of ops/activities (cross border) for the Person with Significant Control (PSC)
  • Collect/gather, consolidate security information for analyze and appropriate dissemination.
Skills/Experience: 

Experience:

  • At least three (5) years’ experience in a proven security field (public, private, government, IO or NGO sectors). Choose appropriate:
  • Operational Coordination
  • Tactical/Field Implementation
  • Minimum (2) years’ experience working with UN Agency / NGO plus field security experience.

Knowledge & Skills:

  • Military and/or Police/Law Enforcement Training
  • Confirmed employment of the Response Security Officer is contingent on him/her passing the SAINT training course within 90 days of employment (probation period)
  • Radio and/or Satellite phone communications experience, operations and management
  • Demonstrated experience in designing and delivering training.
  • Demonstrated organization and planning development and implementation
  • Demonstrated ability to work effectively under pressure (particularly in a crisis situation)
  • Ability to communicate well in English & Arabic (verbal and written) – particularly in a crisis situation
  • Valid Passport and Drivers License
  • First Aid qualified
  • Computer literate (Word, Excel, PowerPoint)
  • Practical knowledge of tools, mechanisms and procedures for personal and organizational security
  • Professional - behave in professional manner at all times and demonstrate ability to represent the organization well at interagency meetings
  • Demonstrated personal values, attitudes and behaviors that are consistent with World Vision Core Values
