The purpose of this position is to provide key livelihood support to the World Vision Jordan Programmes team. The position holder will support the organization’s growth in the livelihoods sector, in close coordination with the Livelihoods Project Managers, Operations Manager and the Regional Technical Advisors. S/He will technically support ongoing and future donor and partner engagement; livelihoods and livelihoods-associated working group and task force participation; crafting/updating key livelihoods strategy/policies for WV Jordan; livelihoods proposal development; developing technical approaches; creating core livelihoods monitoring framework for evidence building, cross departmental coordination; quality of delivery; and giving support to project managers and coordinators working in the livelihoods sector.

Areas of Responsibility: 

Strategy & Programme Development

  • Support the Grant Acquisition and Management (GAM) team in donor meetings to preposition for new programme ideas and models based on evidence related to livelihoods.
  • Develop the technical/sectoral components of new proposals, in consultation with GAM, MEAL and Operations teams.
  • Provide input into budget of technical components within new proposals.
  • Lead the technical design of new proposals in Livelihoods based on emerging livelihood needs, together with GAM team and Operations.
  • Participate in revision of WV Jordan’s strategy and priorities based on emerging needs and donor interests.
  • Lead development of livelihood strategy

Support implementation, monitoring and reporting

  • Provide technical supervision to livelihoods field staff including coaching, sharing resources and materials, revision of reports, analysing lessons, etc.
  • Conduct field spot checks as required to monitor progress of projects and discuss challenges with field teams.
  • Co-lead with MEAL team the development of Evidence Building Plans for Technical Programmes and for new projects.
  • Develop sector measurement tools in collaboration with the MEAL team. Specifically, set sectoral/technical tool questions based on accredited global tools.
  • Provide technical advice to procurement on materials required for the implementation of the livelihoods projects.
  • Review annual reports, grant progress reports and M&E reports, specifically programme findings and recommendations.
  • Lead project implementation as required – new grants, existing implementation support and leadership.

Staff Capacity Building

  • Revise livelihoods-related JDs when needed and participate in the recruitment of relevant project and technical staff.
  • Develop and revise livelihoods capacity building plans in close coordination with Project Managers, and share with P&C.
  • Actively assist in project management as required through new grants and supplemental support as required.
  • Orient and train WV Jordan relevant staff on livelihoods standards, tools, and models.

Positioning, Networking & External Engagement

  • Engage in networking and coordination with external livelihoods stakeholders and partners (Livelihoods Sector working groups, Ministry of Labour Relations, INGOs, National NGOs, UN, etc.).
  • Participate in regional and national workshops, trainings and WVJ internal meetings, workshops, etc.
  • Coordinate with Livelihoods Learning Hub (or any other Regional body) on a regular basis as well as with other relevant internal stakeholders at WV, whether at the Regional or Global level.
  • Participate in all livelihoods projects’ lessons learned events.
  • Participate in design and roll out of new research proposals and initiatives of WVJ.
  • Conduct regular situational analysis of the sector and feed recommendations back to WVJ for decision making on future priorities.
Educational Background: 
Post-graduate/master’s degree in Economics, Economic Development, Business Administration, Social Sciences or any relevant, livelihoods-related, area
Skills/Experience: 
  • Minimum 5 years of experience in the livelihoods sector in a humanitarian response or development setting
  • Minimum of three years of experience in the livelihoods/economic development sector in a management or advisory position

Knowledge & Skills:

  • Strong background in external relationship building, donor liaison and positioning;
  • Technical expertise in sustainable livelihoods, local economic development, technical vocations, or related fields;
  • Good analytical and writing skills as well as prior experience in proposal writing.
  • Good interpersonal skills, communication and negotiation skills, influencing skills, diplomacy and cross-cultural sensitivity.
  • Excellent facilitation and capacity building skills.
  • Able to work on multifunctional tasks whilst dealing with the pressure of time and organizational changes.
  • Strong computer skills including Word, Excel, PowerPoint.
  • Excellent written and oral communication in English.
  • Excellent written and oral communication in Arabic.
  • Prior work experience in the private sector.
  • The position requires ability and willingness to travel to field sites within Jordan
