The Human Resources (HR) Manager is responsible for ensuring Head Start standards, regulations, and Save the Children-Head Start policies and procedures are implemented consistently and in full compliance with all applicable standards. The HR Manager works as a part of the management team and is responsible for ensuring compliance with applicable State and federal laws, and the implementation of program policies and practices relative to Human Resources, including planning, organizing, developing, coordinating, record keeping, reporting, and monitoring. The HR Manager is required to provide leadership and guidance in recruitment, orientation, training, performance management, employee recognition, communication, disciplinary matters and management of employee exit procedures. This role, while supporting Head Start, will be a member of the Save the Children HR team, and will report in to that organization.

Areas of Responsibility: 

As a front line representative of Save the Children, the Human Resource Manager is required to ensure the safety and security of children and families that they come in contact with – adhering to the agency’s values of Accountability, Ambition, Collaboration, Creativity, and Integrity.

As a Save the Children employee who will come into contact with children on a routine basis, you are expected to prevent child abuse, in every situation, by striving through mental awareness, best practice, and training to minimize risk to children. You must take positive steps to protect children who may be a subject of concern and report and respond to any instance of child abuse, and promote training & awareness that addresses all child safeguarding obligations.

Human Resources Management (30%)

  • Exercise independent judgment and discretion on significant HR matters.
  • Develop, coordinate and administer an effective recruitment program and work to build a high quality labor force.
  • Oversee the recruitment, on-boarding and performance management processes.
  • Partner with Program Director to implement cost-effective strategies for recruitment, training, employment, and staff retention.
  • Monitor and maintain all personnel data, develop risk management systems, and conduct HR file audits.
  • Conduct and attend regularly scheduled team meetings; recommend staffing patterns, set goals, monitor progress towards goals, provide regular feedback, and perform annual staff evaluations.
  • Collaborate with Program Director and supervisors to provide adequate staffing support.

Child Safeguarding (20%)

  • Partner with Program Director to implement guidelines and approaches to ensure adherence to standards set by Save the Children & the Office of Head Start.
  • Collaborate with program staff on the monitoring & reporting of violations.
  • Conduct interviews with staff, and other involved (adult) parties when investigating allegations of child safeguarding policy violations.
  • Write reports, make recommendations, document findings, and track outcomes (i.e. remedial training, policy updates, disciplinary actions, etc.).
  • Liaise with parents, the Office of Licensing, and National staff as necessary.

Compliance & Oversight (30%)

  • Ensure orientation and pre-service training is provided to all staff.
  • Coach, counsel, and train supervisors and employees on the implementation and management of HR policies and procedures.
  • Oversee the compliance & maintenance of personnel records and tracking systems, and the development & monitoring of the system for staffs professional development.

Community Relations (20%)

  • Work with Program Director to respond to community complaints and requests for information regarding program areas of responsibility.
  • Attend Policy Council meetings, as requested.
Educational Background: 
High School or Technical/Vocational Degree.
Skills/Experience: 
  • Minimum 3-5 years' of Human Resources experience.
  • Ability to travel to multiple site locations.
  • Professional level of specialized knowledge to manage complex tasks, programs or projects.
  • General knowledge of Head Start/Early Head Start and a thorough knowledge of administration, principles and techniques of supervision and personnel management as well as public relation skills.
  • Proficiency with Microsoft Office including Word, Excel, PowerPoint, and Outlook.
  • Ability to handle complex and difficult issues and provide resolutions/recommendations to solve problems.
  • Ability to plan and direct activities, write and administer goals & objectives, and communicate effectively; both verbally and in writing.
  • Ability to perform medium to heave physical work exerting up to 50 pounds of force occasionally, up to 20 pounds frequently, and up to 5-10 pounds constantly; performing such activities as sitting, crawling, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, and grasping.

Preferred Qualifications 

  • Bachelor’s degree in HR, Business Management, Public Administration or related field.
  • Human Resources experience in a Head Start program.
  • Ability to supervise staff and manage multifaceted programs.
  • To drive agency vehicles (if applicable), you must have a valid driver’s license and be insurable by the Save the Children Head Start insurance carrier and have a Motor Vehicle Record acceptable to Save the Children Head Start.
