Under the direction of the VP of Public Affairs, the PPRM Public Policy Manager will be responsible for managing government, legislative, and regulatory strategies including, but not limited to:  identifying and responding to legislative and regulatory issues affecting PPRM, participating in state and federal lobby efforts, developing and implementing public policy campaigns, and coordinating related activities in support of 501(c)(3) and 501(c)(4) objectives.  The Public Policy Manager will work in collaboration with the Field Manager to develop plans, define targets, and identify resources needed for the promotion of PPRM’s public policy agenda.  This position works to incorporate inclusivity into PPRM’s Public Affairs work.  The Public Policy Manager is a full-time, salaried, exempt position. 

Areas of Responsibility: 
  • Serves as a member of PPRM’s Public Affairs team; responsible for developing and implementing state and federal advocacy activities to be included in PPRM’s Public Affairs Strategic Plan. Assists in the preparation and monitoring of the Public Affairs budget.
  • Identifies, monitors, and reviews state and federal legislation to determine effect on Planned Parenthood interests.
  • Represents PPRM before legislative and regulatory bodies in the promotion of identified public policy goals.
  • Promotes the establishment of strategic advocacy networks throughout the states in PPRM’s region including participation on current coalitions, building cooperative relationships and partnerships with potential coalitions and other key organizations.
  • Participates in the development of legislative, regulatory, and electoral strategies and activities at state and federal      levels.
  • Prepares timely reports to Public Affairs staff, internal departments, Board members, and external stakeholders on      legislative, regulatory, and electoral activities.
  • Researches, analyzes, and prepares summaries of existing laws and regulations relevant to PPRM.
  • Assists in the development and execution of public affairs events including legislative conferences, lobby days, fundraisers, and candidate workshops.
  • Provide education, training, and other technical assistance on legislative and regulatory issues to PPRM staff and other identified stakeholders.
  • Researches and reviews a wide range of publications for identification of research, data, and other relevant information to be used to support PPRM’s public policy goals.
  • Works with Media Relations staff to help develop and implement an aggressive media strategy for education and advocacy on identified state and federal issues.
  • Coordinates public policy activities with the national office of Planned Parenthood, Planned Parenthood Federation of America (PPFA) for effective advocacy implementation at the state level and provides  requested support for issues at the federal level.
  • Communicates with staff, volunteers, activists, and other constituents about public affairs work through electronic mail, phone calls, mailings, newsletters, and other communicative vehicles.
  • Coordinates with other Public Affairs staff to ensure regular updating and organizing public policy information on PPRM’s website and internal network.
  • Assists the VP of Public Affairs with other activities and related duties as assigned.
Educational Background: 
Completion of Bachelor’s degree in related discipline with advanced degree preferred. 
Skills/Experience: 
  • Commitment to Planned Parenthood mission.  Three to five years of relevant experience that demonstrates excellent strategic, analytical, and persuasive communication skills. Demonstrated knowledge of legislative, regulatory, and electoral processes.  Must be able to travel within and around five state regions (CO, MO, NM, NV, WY) and must possess valid drivers license.  Excellent computer skills including experience with Microsoft Office applications required
