The American Cancer Society Cancer Action Network (ACS CAN) is the nation's leading cancer advocacy organization. Together with our charitable partner, the American Cancer Society, we work in Congress, state legislatures and local jurisdictions to support evidence-based policy and legislative solutions designed to eliminate cancer as a major health problem.Execute a comprehensive direct lobbying and government relations leadership program for the Northern Area  of California. This includes: actively serving as a representative of ACS CAN  with local, state and federal elected officials and staff within the Area, with ACS Area Staff Leadership Team and Volunteer Board and on coalitions, leading the planning and implementation of state and local issue campaigns with the Region to achieve progress towards legislative successes, supporting state/division ACS CAN fundraising goal achievement as directed, and complying with all relevant lobbying protocol including lobbyist registration and reporting, using proper codes and time tracking.

Areas of Responsibility: 
  • List the major job duties and responsibilities in order of importance and/or percentage of time spent performing them.  These duties should be directly related to the reason(s) the position exists (as outlined in the summary).
  • Actively serve as an ambassador for the Society and ACS CAN with local, state and federal elected officials and staff within the Northern California Area, appropriately demonstrating the values and reputation of the enterprise and its brand.
  • Develop and maintain positive relationships with local, state, and federal elected officials and staff within the Area.
  • Monitor and analyze all relevant local legislation and provide or facilitate oral and written testimony in accordance with ACS CAN policy.
  • In close collaboration with other team members and national colleagues, lead planning and implementation of comprehensive and strategic issue campaigns in the Area to achieve progress towards legislative successes at the local level and assist State Legislative Director with campaigns at the state level.  
  • Defeat legislation that would negatively impact the mission of the ACS and ACS CAN.
  • Serve as an ACS CAN media spokesperson in the Area as needed.
  • Represent ACS CAN with Society Area Staff Leadership Team and Area Board.
  • Actively serve as an ACS CAN representative on coalitions in the Area aimed at advancing public policy priorities.
  • Collaborate with other ACS CAN staff to develop state and local legislative agendas and supporting materials that include thorough documentation, ensuring consistency with ACS CAN policy positions and messaging.
  • Closely collaborate with relevant state and local agency personnel.
  • Enhance the overall external visibility of the enterprise in a positive fashion.
  • Help grassroots staff to conduct trainings as needed for volunteers and ACS staff in the area, and help prepare volunteers for meetings, testimony, etc.
  • Design and execute annual fundraising event and achieve fundraising goal..
  • Help the enterprise build capacity by working in concert with state and division grassroots staff to engage and communicate with volunteer network.
  • Assist with Cancer Votes activities in the state, where relevant, and adhere with all IRS and ACS CAN legal guidelines and reporting.
  • Follow ACS CAN policies and guidelines, and comply with all lobbying related requirements and regulations.
  • Perform other duties as assigned.
Educational Background: 
Bachelor’s degree in political science or related field,
Skills/Experience: 
  • A minimum of 5 years relevant work experience.
  • Detailed knowledge of the legislative process and political landscape.
  • Excellent written, oral, interpersonal and computer skills required.
  • Ability to work independently with minimum direction as well as work as a member or leader of a team.
  • Demonstrated ability to work on fast-paced, time-sensitive matters with internal and external constituents.
  • Ability to establish and maintain effective working relationships with diverse individuals and communities.
  • Ability to complete work in a timely and efficient manner and ensure work is accurate.
  • Ability to utilize available technology to perform position responsibilities.
  • Political and/or policy campaign experience required.Health policy knowledge preferred.
