The purpose of the position is to coordinate and implement the Child Protection (CP) UNICEF program within World Vision Lebanon Akkar Office and to ensure that the quality of the CP project deliverables are met as per the proposal.
Areas of Responsibility:
Manage the implementation of the project activities (UNICEF) (35%)
- Assure and coordinate the implementation of the Child Protection Project in Tripoli and Akkar through regular monitoring and updating of project management tools (logframe, ITT, budget (including cash flows) and DIP).
- Maintain continuous communication and coordination with UNICEF’s focal person in Tripoli and Akkar.
- Responsible for all aspects of the project’s daily management, including logistics, administration, security, visibility, community and beneficiaries liaison including provision of solutions to the project team.
- Ensure project meets technical requirements including appropriate tools and curriculum.
- Regularly review and update the project’s work plan with Area Manager.
- Maintain positive relations with local implementing actors, local authorities and other international and local stakeholders.
- Work closely with the Evidence Learning and accountability department and support in the analysis of M&E tools.
Ensure Staff Management (10%)
- Manage the performance of direct reports with continuous feedback to ensure proper performance management.
- Contribute to a teamwork environment, ensuring a conducive working atmosphere is created and opportunities provided to share lessons learned, experiences, observations and challenges to inform project management.
- Together with the Akkar Area Manager, plan and provide opportunities for capacity building to project team in consultation with P&C Department to ensure coordinated technical and personal development.
Ensure Networking & External Engagement (10%)
- Engage partner communities and build constructive relationships in order to understand their realities and facilitate the project’s implementation processes effectively.
- Conduct meetings with key stakeholders to engage them about the project interventions and agree on their contributions in order to ensure sustainability
- Network with local NGOs, municipalities, schools, community centers, and communities.
Ensure children’s safety and protection (10%)
- Ensure that all project staff attend the CP training and ensure that CP standards are implemented.
- Report any CP issues identified during project implementation.
Prepare, review, edit and submit regular reports (20%)
- Maintain and keep daily records of the MOV means of verifications including attendance sheets, pre/post-tests, minutes of meetings, and evaluation documents are in place.
- Provide regular updates to Akkar Area Manager and WVL Programmes Unit On project activities, progress and challenges related to implementation
- Provide input for grant/donor and programme milestone and reports to the Area Manager.
- Ensure the tracking of the referrals, weekly reports, notes and plan.
Coordinate tasks related to support functions (10%)
- Ensure that the needed material and logistics of the determined locations are taking place.
- Ensure procurement requests are submitted on a timely basis to facilitate timely implementation of field activities, and adhering to both WVI and donor requirements in meeting the project objectives.
- Assist in recruiting field staff and temporary staff and provide the needed technical support to them in the preparation during the implementation of the project activities.
Perform other duties as required (5%)
- Attend and participate in capacity building trainings locally and internationally.
- Attend and participate in WVL’s spiritual nurture and other organizational events.
- Responsible of own security and actively contribute to a positive security culture.
- Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.
- Perform other duties as assigned by the Line Manager.
Educational Background:
Bachelor degree in a social development related field, (psychology, sociology, social sciences/humanities) and relevant CP experience of at least 2-3 years;
Skills/Experience:
- Proven experience in team management and project management.
- Very good understanding of Child Protection standards and policies;
- Good written and spoken English and Arabic languages.
- Strong interpersonal skills and a sense of responsibility
- Excellent communication, reporting, and pro-active negotiation skills
- Experience in working with child labour (street children and children exposed to high risk)
- Familiar with core principles of Children Rights, Participation, Do No Harm, Community and Family Support as well as Children in Emergencies minimum standards;
- Experienced in working with local communities (Parents and children) and authorities; preferably in the Akkar or the North.
- Excellent knowledge of the negative impacts of child labor on child development.
- Excellent knowledge of the worst and other forms of child labor
- Excellent communication and psychosocial first aid skills
- Ability to maintain confidentiality, respect, non-discrimination, safety and inclusion of CP and GBV cases at all times
- Reporting and data base entry skills
- Network builder, able to handle pressure well and work in cross-cultural setting
- 80% field work and 20% Office work.
- Position requires availability and willingness to work outside regular office hours occasionally.
- Position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
