To coordinate implementation and management of interventions that will provide protection services and basic needs to newly arriving refugees while at the Imvepi reception Centre and ensure they are implemented according to UNHCR standards and Procedures

Areas of Responsibility: 

Project Coordination and Management functions

  • Coordinate and consult with UNHCR, OPM, districts ,Implementing and Operating partners to provide protective services at the transit center
  • Work with UNHCR and NGO sector leads to asses gaps in services delivery in the areas of health ,Water and sanitation , shelter food etc and ensure they are addressed in a timely manner
  • Make sure all new arriving refugees are registered and persons with specific needs such unaccompanied minors ,separated children and children at risk are identified and attended to;
  • Coordinate screening of arriving refugees for medical and nutritional support and ensure they receive information, basic assistance materials for Individual and family psychosocial support and other protection services at the transit centers.
  • Plan and implement refugee pre-arrival services, general reception services, including travel arrangements from the reception center to the final destination/plots.
  • Establish and maintain standard information dissemination mechanism to refugees on arrival, during stay at the center and while on transit.
  • Coordinate assistance on refugee accommodation and make sure the refugees are separated in to male and female and guided to their temporary dormitory
  • Ensure the provision of psychosocial support to refugees in distress from trauma
  • Coordinate safe refugee property movement from the reception center to the final destination/plots
  • Work with the Area Coordinator and UNHCR Program Manager to manage the UNHCR sub-budget component tagged to reception management to ensure its correctly spent and reported on
  • Prepare reports and maintain record keeping procedures, including client files and case notes, as required UNHCR and World Vision Uganda.
  • Works with the protection officers and relevant staff to provide case management services as a provider where referred cases have not been addressed by responsible agencies.
  • Work with World Vision support services to constant flow of hygiene and sanitation kits to the reception center to avoid stock out of materials
  • Always be available to provide support and assistance to settlement staff and agencies.

Staff Management

  • The incumbent will manage a team protection officers, community mobilisers, and volunteers and will be required to
  • Manage, supervise and build capacity of staff under his/her supervision.
  • Conduct staff performance target setting and appraisals in accordance with World Vision performance management framework
  • Cultivate a positive team working environment through staff coaching, mentorship and regular support to ensure all staff development issues are attended to ; ensure the administration of effective reward management systems according to World Vision P&C policies
  • Asses and identify staff development needs and advise management accordingly
Educational Background: 
Degree in Humanitarian related Discipline /Masters in a relevant field of study is preferred.
Skills/Experience: 
  • Has minimum of 5 years NGO work, experience implementing multi-sectoral grants at middle management or senior management level in an INGO.
  • Strong policy analysis and advocating skills
  • Demonstrated ability to work in a facilitative and participative approach.
  • Strong background in Humanitarian coordination with prior experience implementing UN funding
  • Refugee protection background
  • Superior communication skills – ability to coordinate people at all levels – government partners, donors, communities and staff with diplomacy, tact and collaboration.
  • Good budget management skills
  • Must be a committed Christian, able to stand above denominational diversities
