The National Association of County and City Health Officials (NACCHO), a national organization representing nearly 3,000 local health departments nationwide, has an immediate opening for a Senior Program Analyst, Health Equity and Social Justice (HESJ).

POSITION SUMMARY
Senior Program Analysts are responsible for managing, implementing, and promoting project activities; identifying and responding to member needs; and assessing policies and programs. A Senior Program Analyst is considered a senior content expert. This position may supervise the work of Program Analysts and administrative support staff.
Senior Program Analysts typically report to a Director or Senior Director. Work at this level requires substantial knowledge in the designated area, with both the conceptual understanding and sufficient professional experience to work on complex assignments with minimal supervision. Senior Program Analysts require proven analytical, research, and project management capabilities, as well as the ability to work on projects of a highly confidential and sensitive nature and interface with the highest level of internal and external stakeholders.

PROGRAM SPECIFIC INFORMATION
This position is embedded within NACCHO's Public Health Infrastructure and Systems (PHIS) team. The HESJ Senior Program Analyst will build upon NACCHO's health equity and social justice work by providing health equity subject matter expertise and capacity-building support across projects, while managing projects, budgets, and staff/teams at the project level. The ideal candidate will have expertise in and be a passionate advocate of health focused equity and social justice, including racial equity, and will think creatively and boldly about how to drive systems change. The HESJ Senior Program Analyst will be well versed in coalition and partnership development, have a firm understanding of public health, and have strong presentation, writing, and facilitation skills. Ideal candidates will have experience managing projects, budgets, and people (staff/teams), as well as supporting internal coalition building. They will report to the Director of Health Equity and Social Justice and support project activities and objectives; communicate with and support collaborations across teams to support advancing a culture of HESJ within NACCHO by providing subject matter expertise and technical support on health equity-related efforts.
They will work with NACCHO's staff and local health department members, national partners and funders to build local capacity and leverage opportunities that address barriers to health equity through institutional and policy change, programmatic operations and protocols, community outreach and engagement, and data and research. They will be responsible for coordinating and providing oversight to project activities and objectives; communicating with the CDC, HRSA and other partners as assigned and as related to project goals; and providing subject matter expertise and technical support on health equity related projects.

POSITION SPECIFIC DUTIES
- Contribute to efficient and effective project monitoring and operations, including development of internal systems and processes, organization of meeting agendas and notes, and management of vendor and consultant contracts and invoices.
- Uses skills, experiences, and content knowledge to develop, plan, implement, monitor, evaluate, and promote programmatic work and ensures completion of program deliverables.
- Supervises or oversees programmatic staff supporting the completion of program deliverables, as needed.
- Supports the development of programmatic reports by developing content, analyzing data, and synthesizing project activities.
- Contributes to long-term project and strategic planning.
- Supports the identification of and application for additional funding to support designated area of work.
- Prepare, manage, and monitor assigned budgets.
- Maintains situational awareness of research, policies, and practices relevant to designated area of work.
- Collaborates with other staff, NACCHO members, and external partners in developing internal and external publications, including peer-reviewed journal articles, educational materials and other public health tools, project summaries, and research briefs.
- Develops presentations, scientific posters, and exhibits to share and promote project findings at professional and public meetings and conferences.
- Provides technical and capacity building assistance to local health departments and other partners and stakeholders at the local, state, national, and federal levels.
- Facilitates development of policy statements and organizational responses to federal actions.
- Serves as a liaison to NACCHO members and partners and communicates regularly with these groups regarding funding opportunities, conferences and trainings, and other information related to their designated area of work.
- Represents NACCHO at external meetings and conferences related to their designated area of work.
- Assists the Health Equity and Social Justice Director, Director of Workforce and Leadership, and Public Health Infrastructure and Systems Senior Director in other matters as assigned.
UNIT/PROGRAM SPECIFIC DUTIES
- Provide health equity subject matter expertise and project management to inform and support the development and implementation of projects, tools and resources to advance health equity across NACCHO teams. Example current projects include:
- Local Support for COVID-19 Health Equity Project. Support a new, CDC funded project to provide training, technical assistance, tools and other resources to build LHDs' COVID health equity infrastructure and partnership capacity. This project is an exciting and critical opportunity to support LHDs in establishing, implementing, or enhancing leadership-level health equity workgroups, task forces, and/or positions to advance health equity related to COVID-19 response and recovery efforts (short-term) and in general (longer-term). Duties include:
- Leads the management of a detailed project plan and budget with support provided by project leadership.
- Maintains an accurate timeline of project by anticipating delays and apprising the team of any changes.
- Leads curation of project Office Hours, Communities of Practice (CoP), and best practices into toolkits, case studies, and trainings.
- Manage Salesforce and coordination with project's TA provider
- Manage consultant and vendor contracts, consultant and vendor deliverable execution/delivery, and vendor and consultant invoicing.
- Work with R&E team to evaluate project's efficiency and effectiveness and identify shortcomings and solutions.
- Roots of Health Inequity Course. Supports the overall use of the course, including the current years focus on revision and redesign, including:
- Collaborates with internal and external subject matter experts, to support content development for the course modules.
- Manages the renovation of the hosting website, including its beta testing among users,
- Responds to and tracks site's technical assistance requests, and
- Supports fee-for-service work through NACCHO Consulting, as applicable.
- Provide project support and management on the development of project tools and resources across NACCHO team by supporting project implementation through the internal processes and systems development.
- Stay abreast of public health issues particularly the consequences of health equity.
- Support the growth of NACCHO's health equity and social justice work through the submission of grant proposals to federal agencies, foundations, and for-profit collaborations.
- Provide input on portfolio strategic directions.
EDUCATION/EXPERIENCE/SKILLS
- Bachelor's degree and certification in relevant professional field with a minimum of 5-7 years relevant work experience; or Master's degree or certification in relevant professional field with a minimum of 4-5 years relevant work experience; or equivalent combination of education and experience, including a relevant certification.
- Preferred education and experience include Masters and/or a project management professional certification in a relevant field, relevant work experience in systems change, with Black, Indigenous, and people of color (BIPOC) communities or other historically marginalized communities, in or with government entities, especially local health departments, facilitating meetings, and working with multi-disciplinary, multi-cultural, and multi-sectoral partnerships. This may include relevant experience through personal, family, or other lived experience dealing with inequitable economic, social, health and educational systems and environments or through a combination of education and experience.

- Knowledgeable of the role of racism and other social and structural determinants of health on population health outcomes/ health inequities.

IMPORTANT INFORMATION
- NACCHO offers a generous telework option with staff required to work within our DC office at least 1-2 days per week based upon position responsibilities.

HIRING SALARY RANGE: $74,363 - $78,932
