Director, Program Finance

The Director of Program Finance is responsible for financial accounting and reporting of all programs at The Carter Center. This includes management and supervision of the financial operations of multiple field offices, and supervision of financial staff at headquarters in Atlanta, Georgia. Due to the travel locations, Hostile Environment Awareness Training (HEAT) will be required. This position reports to the Vice President, Finance.

Areas of Responsibility: 
  • Maintains supervision of all financial aspects related to grant management through the full grant life cycle. This includes:
    • A) review and sign grant proposal budgets
    • B) review and provide feedback on all donor grant agreements
    • C) define the monthly close process and ensure accuracy and timeliness
    • D) coordinate donor compliance matters with the financial compliance unit
    • E) review and sign donor financial reports
    • F) oversee grant close-out procedures - both external and internal - including managing all document retention
  • Supervises all types of program budgeting.
  • Regarding the annual plan and budget process for programs, defines the calendar for the process as well as oversees production of documents and coordinates with Programs and Development to finalize with the VP-Finance.
  • Budget types also include project budgets prepared on an ad hoc basis outside of the annual budget process as well as project-level proposal budgets for submission to external donors.
  • Ultimate signature authority for budgets and financial reports rests with this position unless otherwise required by a donor.
  • Maintains awareness of all compliance-related concerns, including donor-imposed restrictions (from the US government, foreign governments, and other donors such as foundations, etc.), FASB requirements, and internal policies and procedures.
  • Coordinates oversight of compliance matters with the financial compliance unit and work with the program finance teams to apply any identified improvements or corrections.
  • In-depth knowledge of US government regulations is a priority.
  • Unique requirements may relate to procurement, auditing, reporting, travel, matching, et al. Oversees the production of all external and internal program financial reporting.
  • External financial reports include routine and ad hoc donor reports for which this position has ultimate signature authority.
  • Internal financial reports include standard monthly reports for program leadership and senior management as well as ad hoc reporting requested by senior management, including expense forecasting.
  • Assists the VP-Finance in the design and creation of new reports and reporting tools as needed.
  • Responsible for planning and executing the mid-year annual plan and budget review process.
  • In all cases, provides the analysis and interpretation necessary to provide accurate and timely information to all external and internal parties related to current and historical program activities.
  • Supervises all requests for program financial support arising from all external and internal audit requests.
  • External audit requests come from donor-required audits of specific grants or projects as well as the centralized organizational audits. These will be coordinated through the Director of Finance.
  • Internal audit requests result from routine or ad hoc work programs designed by the financial compliance unit and the Director of Finance. Provision will typically include coordination with key field office staff.
  • Oversees all financial matters for overseas field offices. Responsibilities include:
    • A) oversight of the electronic financial accounting software utilized by each field office
    • B) management of treasury functions including opening/closing of accounts, funds transfers, and exchange rate fluctuations
    • C) the design and management of the financial control environment - all field financial policy and procedures manuals
    • D) the design and oversight of all training around systems and processes
    • E) the monthly financial close process
    • F) other general financial oversight as needed around field advances, inventory, and local liabilities
    • G) the design and execution of all routine control testing of field financial transactions and processes on an annual basis (in coordination with the financial compliance unit)
  • Manages the use of the Center's global accounting system by all field offices as well as any additional systems used to supplement the primary global system. Ongoing work includes:
    • A) assessment of the performance of field staff interacting with these systems
    • B) design of systems improvements in key areas such as grant management and financial reporting
    • C) design training for employees in headquarters and field offices
    • D) monitor all program financial reporting to ensure accuracy and completeness.
  • Maintains all financial related policies and procedures for all field offices and ensures alignment with related HQ policies and procedures.
  • Provides input to all HQ financial policies and procedures as well as non-financial policies and procedures as needed.
  • Designs training for staff at headquarters and in the field on existing financial policies and procedures.
  • Provides supervision and management of the two program finance work teams representing the Peace and Health programs.
  • Ultimately responsible for all work product created and managed by these teams and the level of customer service provided to other areas at the Center.
  • Also works closely with other units at the Center, including program staff, development, and the Office of Overseas Operations.
  • Works closely with the VP-Finance.
  • Attends meetings representing the work team as needed.
  • Maintains professional growth and development of self and department staff by identifying educational/training programs, professional organizations, activities, and resources to maintain knowledge of national trends and to promote leading edge expertise.
  • Training on US government regulations is a priority.
  • This position requires travel to international field offices on an as-needed basis.
  • Performs related responsibilities as needed.
Educational Background: 
A bachelor's degree in accounting, finance, or a related field and ten years of related financial experience, OR an equivalent combination of education, training, and experience.
Experience with the development of grant budget proposals, grant management and managing international teams is required.

  • Experience with the development of grant budget proposals, grant management and managing international teams is required.

PREFERRED QUALIFICATIONS:

  • Professional certifications encouraged.
  • Minimum of ten years’ experience in finance and administration required.
  • Supervisory experience necessary, in addition to experience with operational policy formulation and assessment, comprehensive accounting and budgeting skills, overseas and project management experience and good understanding of issues affecting developing countries in which programs operate.
  • Knowledge of Spanish and/or French desirable.

NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to Emory University on a flexible weekly schedule based upon business needs.  Schedule is based on agreed upon guidelines of department of work.  Emory reserves the right to change remote work status with notice to employee.
