Allegheny Partners for Out-of-School Time (APOST), an initiative of the United Way of Southwestern Pennsylvania, is a county-wide network dedicated to increasing quality and access of out-of-school (OST) programming for children and youth in the region. The Director of APOST will work to build a quality out-of-school time network through promoting the need for quality, advocating for funding, and building collaborations. APOST has achieved significant growth and recognition as a key leader for OST in the county, across the Commonwealth, and nationally. The Director will provide vision, leadership, and passion for the out-of-school time quality movement resulting in more people working together to expand and improve out-of-school time programs, and more youth involved with high quality OST programs.

Areas of Responsibility: 

Leadership

  • Provide strategic leadership to the network of providers, partners and stakeholder by providing vision, energizing and mobilizing the network and enhancing relationships with other sectors to achieve goals
  • Represent the local afterschool community in local, state, and national coalitions
  • Grow APOST’s reputation as a leading afterschool intermediary

Governance

  • Works with the APOST Executive Committee on vision and strategic plan
  • Facilitate neighborhood and community partners on action towards achieving the goals
  • Identify and lead and/or provide oversight for special projects related to the system-building effort (e.g. Hill District Youth Partnership for Enrichment (HYPE), One Northside Afterschool Collaboration, etc.)

Partnerships

  • Build and maintain relationships with program providers, funders, policymakers, Pittsburgh Public Schools, individual schools, Allegheny Intermediate Unit 3, community-based organizations, professional associations and other stakeholders to advance youth impact through quality programming and coalitions
  • Maintain and develop relationships with state and national partners such as PA Statewide afterschool youth development network (PSAYDN); Every Hour Counts; Penn SACCA/National Afterschool Association Affiliate; Afterschool Alliance, etc.

Fundraising

  • Identify and build relationships with public and private funders to meet annual project budget

Policy

  • Develop, maintain and implement strategies that drive a policy agenda focused on securing dedicated funding for the afterschool field
  • Engage youth, parents and providers in advocating for afterschool and summer programs
  • Engage elected officials at various levels to support policies that advance the OST field
  • Seek Resources to conduct research to quantify the demand, capacity, and gaps in the out-of-school time system in Allegheny County.

Project Management

  • Develop and provide a communications strategy among out-of-school time providers and advocates to publicize efforts and inform about quality.
  • Develop a brand and identity for APOST across all stakeholders
  • Keep abreast of current research activity in the field including knowledge of other localities that have quality improvement systems
  • Prepare and manage budgets, submit and track revenue and expense

Additional Responsibilities:

  • Communicate and collaborate across United for Children, the Community Impact Department, and the United Way as a whole
Educational Background: 
Bachelor’s Degree or equivalent combination of education and experience
Skills/Experience: 
  • Experience managing a team of part-time employees, contractors and vendors
  • Ability to establish effective working relationships with diverse populations and to function well within a team environment
  • Ability to be self-directed and decisive
  • Ability to communicate effectively with diverse groups and individuals, both orally and through written materials
  • Ability to facilitate group meetings and to lead partners in decision making
  • Planning and organizing skills and the ability to juggle multiple tasks and assignments under often strict deadlines
  • Writing grants, proposal, applications and reports
  • Ability to comprehend critical information and issues, to weigh alternatives, and to consider consequences
  • Use of data and analysis to provide guidance and support to partners and the project
  • Proficiency in word processing, spreadsheets and database helpful   
  • Five years experience in youth development or related field
  • Track record of successful work in collaborative settings with community organizations and institutions of diverse size, scope and range of interests
  • Knowledge of PA Department of Education and 21st CCLC
  • Demonstrated success in collaborative settings with community organizations
  • History of fundraising and cash management for organizational growth and sustainability
  • At least three years of managing teams of part-time, consultants and vendors
