FHI 360 seeks a qualified candidate for the position of Senior Manager for Grants for an upcoming USAID-funded global project. The project seeks to increase the availability and utilization of quality health services and explore opportunities to scale up promising and innovative interventions by engaging with new and underutilized local and locally-established organizations. Program activities will focus on organizational capacity development, technical capacity development, cross-sectoral partnership building, and scale up of innovative practices to achieve program goals. The Senior Manager for Grants will set up and oversee the subaward management systems for the program including design of solicitations, sub-award management, monitoring and compliance and provide support to in-country grants teams to strengthen their grant management systems and ensure efficient monitoring of sub-agreements.
The Senior Manager for Grants will work hand in hand with the Project Director to provide grants management leadership to the program. S/he will be responsible for monitoring sub-award management systems across all countries, ensuring compliance with USG and FHI 360 regulations, developing monitoring and early warning systems and supporting local offices in finance and grants management. The Senior Manager for Grants will coordinate with the project team to ensure subawards achieve program goals.
- Oversees the subaward cycle from pre-award to close-out including solicitation processes, pre-award, award, monitoring and close-out of sub-awards based on donor/organizational regulations, policies, and procedures.
- Coordinates with other senior-level managers to ensure that the subaward program aligns with the project’s programmatic and capacity development objectives, is producing quality data to feed into the project’s Activity Monitoring Evaluation, and Learning Plan (AMELP), and does not exceed budget allocations.
- Develops and manages a tracking system that provides information to key audiences (USAID, finance team, Project Director, CMS) about the subaward program. Ensures that subaward modifications are issued as necessary.
- Responsible for ensuring quality subaward financial reporting, oversight of compliance with terms and conditions and resolution of disputes and resolving audit (financial and/or general performance) findings.
- Responsible for ensuring the implementation of organizational policies and procedures for subaward monitoring, including training project team on monitoring requirements, adapting tools for the project, coordinating with the program/capacity development and finance teams on their monitoring responsibilities, and tracking compliance with internal subaward monitoring protocols.
- Identifies opportunities to streamline the subaward approach, and innovations in the structure and execution of subawards
- Supports the Contracts Management Services department and Project Director to ensure proper interpretation of the award instruments.
- Develops and implements new or revised financial policies and procedures to ensure the project is continually in line with standards for donor funds management.
- Minimum of 15 years with project management experience and at least 10 years of senior-level experience in overseeing the finance and management operations of large and complex US Government-funded programming.
- Minimum of ten years work experience managing USG-funded subawards.
- Demonstrated experience coordinating audit activities and managing reporting, budget development and analysis, accounts payable and receivable, general ledger, payroll and accounting for an international NGO.
- Excellent analytical, numerical and problem-solving skills.
- Knowledge in generally-accepted accounting, budgeting and fiscal control principles.
- Excellent leadership qualities with the ability to lead multidisciplinary teams situated globally
- Demonstrated experience networking and communicating with a wide range of partner including the private sector, social enterprises and local partners toward reaching specific health goals.
- Demonstrated experience strengthening civil society organizations and/or networks.
- Excellent management, communication, and organization skills are required
- Knowledge in generally-accepted accounting, budgeting and fiscal control principles.
