The Senior Grants Officer will support the management and implementation of the grants component of MADANI. S/he will work with the Grants Manager to establish and manage the grants program at national and provincial level, including pre and post-award phases of the award and sub-award development process, post-award monitoring ongoing agreements as well as ensuring adequate tools and processes and mechanisms in place to ensure full compliance with award and sub-award conditions. This position will also design and coordinate training to program staff and capacity building with grantees on grants policies and procedures. The position will coordinate with Grants Manager and other member of the Grants Team.
Pre-award activities
- In collaboration with home office technical staff, coordinate the in-country grantees’ selection in accordance with USAID and FHI 360 regulations, to include overseeing grantee proposal reviews.
- In coordination with the program team members, provide support to grant candidates in proposal and budget development as well as assist in finalizing their program scopes of work (SOWs) and work plans.
- Support the pre-award review of all potential partners highlighting their technical, programmatic, financial and admin capacity for receiving, custody and expenditure as well as monitoring and reporting on subsequent project funds, ensuring pre-funding conditions as per the partners finance and admin guidelines are met.
- Ensure proper negotiation of terms and conditions for grants including all pre-award assessments.
- Coordinate with the Technical Team, Senior Grants Officer is responsible for drafting and finalizing Negotiation memo for grants selection administration and decision-making process.
Post-award activities
- Review grantees’ financial reports and ensure timely financial disbursements and compliance with grants financial management policies;
- Collaborate with MADANI Technical Team reviewing the reports from Grantees.
- Monitor grant expenses and provide regular updates on grant status including developing and maintain grantee activity calendar and providing program staff with activity information for performance reports.
- Review grant activities for compliance with USG rules and regulations, as well as FHI 360’s policies.
- Maintain accurate and complete files of grants documentation.
- Coordinate effective review to ensure accurate grant close-out processes are complete and up to date.
- At least eight years’ experience of grants management and/or program finance experience required.
- Demonstrated skills in effectively working, coordinating and negotiating with local institutions and organizations, donors – USAID experience required.
- Experience in capacity building.
- Strong interpersonal and analytical skills.
- Excellent written and oral communication skills.
- Fluency in Indonesian and English required.
