The Senior TB Technical Advisor (STTA) supports activities under the USAID Tuberculosis Private Sector (TBPS) Activity in Indonesia by providing strategic and technical leadership on approaches to engaging private sector on TB care in coordination with the Government of Indonesia.  The STTA will work together with the TBPS technical team in engaging with government and private sector stakeholders to improve the quality of TB care in the private sector leading to increased case notification and treatment success rates. The STTA will provide guidance on evidence-based proposal/work plan design, technical capacity building of internal staff, and dissemination of best practices through collaboration with government and private sector stakeholders.

The STTA is responsible for continuous technical support to the stakeholders of the TBPS project, and the technical coordination between the technical team at the TBPS office in Jakarta, District Coordinators, and the National Tuberculosis Program (NTP) in Indonesia. Technical focus areas of support include strategic health purchasing for TB under JKN, private sector engagement, government stewardship, increasing access to diagnostics and treatment in the private sector, and supporting sustainable solutions for TB case finding, reporting, and follow up. The STTA will provide high level inputs by engaging with professional associations (KOPI-TB), laboratories, pharmacies, clinics/GPs, hospitals and public sector providers. The STTA will provide high level advising to the government of Indonesia and to the Chief of Party to ensure effective implementation of the TBPS Activity, in addition to responding to and coordinating with USAID Indonesia per the terms of the contract.

Areas of Responsibility: 
  • Provides technical leadership in design, development, planning, implementation and monitoring of TBPS activities under guidance from the Chief of Party and in coordination with the TBPS technical units
  • Provides continuous high-level technical advising to and ongoing communications with the NTP at various levels to assure effective implementation of approved TBPS work plans
  • Assists the COP to monitor the overall implementation of the TBPS supported work plans in operational areas, identifying issues, and advising technical program managers on necessary corrective actions, follow-up on these actions, and prepares reports on findings and recommendations
  • Assists and guides TBPS technical staff and District Coordinators in the preparation of annual work plans and budgets, and assure timely submission to the Chief of Party
  • Assists the M&E team in compilation and assures quality of content and completeness of quarterly / annual progress reports and other contractual deliverables
  • Provides high level guidance, advising, and participation in activities that are directly or indirectly related to achievement of the NTP PPM objectives, as requested by the NTP Program Manager or other partners and after consultation with the Chief of Party
  • Participates in regular coordination meetings with relevant partners, related USAID projects, and relevant government bodies
  • In coordinating with the Chief of Party, participates in relevant district, national or international meetings, including TBPS senior management team meetings
  • Proactively and continuously updates technical knowledge and skills, focusing on the PDSA learning agenda for the team of senior technical staff under TBPS
  • Provides inputs and guidance on any operational or implementation research under TBPS, working with the MERLC team’s research officer and others
  • Assists project managers and the COP to prepare workplans and budgets
  • Develops and maintains external relationships with USAID and other implementing partners and projects, such as PSM, Jalin, PQM, YKI, HFA, World Bank, WHO
  • Performs other duties as assigned.
Educational Background: 
Master’s Degree or its International Equivalent in Public Health, Pharmacy, Medicine, Behavioral, Life/Social Sciences International Development, or Related Field.
Skills/Experience: 
  • In-depth functional knowledge in area of specialization and detailed knowledge of related areas in the organization.
  • General understanding of the external environment and how it affects the industry in general and FHI in particular, including political, legal, environmental, financial and social influences.
  • General understanding of organization’s structure, policies and practices, and the impact on own area.
  • Strong diagnostic, analytical and problem-solving skills.
  • Ability to exchange information, present recommendations and collaborate with colleagues and peers within the organization and possibly externally.
  • Ability to influence others of the benefits/importance of an idea or plan of action and to gain their support or commitment.
  • Strong negotiation skills and ability to reach mutual points of agreement and benefit among peers and colleagues.

Supervision Given/Received:

  • The STTA reports to the COP
  • This position does not require supervision of staff

Experience:

  • 11 years’ experience in providing high-level technical assistance to or managing/directing complex TB, infectious disease, or other public health programs
  • Demonstrated success in working with national TB programs, TB stakeholders and donors to achieve positive public health outcomes
  • Experience in health financing, private sector engagement in the health sector, diagnostics, or pharmaceuticals
  • Experience with complex project design, priority-setting, and strategic implementation
  • Ability to provide mentoring to senior technical staff
  • Analytical and critical thinking skills as demonstrated by publications, project outputs, reports, or other products highlighting scientific and technical acuity
  • Proficiency in Bahasa Indonesia, fluency in English
  • Willingness and ability to travel a minimum of 25% within Indonesia
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities

Preferred Qualifications:

  • MD, PhD, or doctorate or its equivalent in health sciences, public health, health management, or related field
  • 11 years’ experience working on complex public health projects at senior manager or director level
