To monitor the delivery, distribution, documentation and reporting associated with food/Cash commodities. Work hand in hand with distribution Volunteers, Ushers, Scoopers, Porters, FMCs members and to ensure distribution is done according to World Vision and donor standard distribution procedures

Areas of Responsibility: 
  • Community mobilization and information provision
  • Community mobilization and coordination of food distribution activities at the FDPs in liaison with the Food Management Committee and Local leaders.
  • Mobilize community members in target areas for sensitization on project goal and selection criteria.
  • Mobilize and supervise beneficiaries to elect FMC and CRM committee members in each FDP.
  • Mobilize community leaders to participate in Post distribution meetings
  • Conduct pre-distribution meeting to sensitize and inform beneficiaries about commodities in the food basket, ration sizes, nutrition and hygiene messages and any other issues to be communicated to them. Give beneficiaries an opportunity to ask question for clarification.

Commodity management

  • Prepare food request based on the approved food distribution plan.
  • Notify beneficiaries about impending food distribution well in advance to ensure timely and full participation.
  • Scrutinize all waybills for commodities arriving at the distribution centers. Ensure that the commodities are of correct quantities and quality as manifested on the waybill. Immediately record all quantities delivered short (missing), quantities lost in transit and quantities damaged if any. All observations must be recorded immediately. Commodities must carefully be counted during off-loading.
  • At the distribution center, commodities must be stacked in an organized manner, by commodity type to facilitate easy scooping).
  • Return all excess commodities received at FDP to the warehouse using Return to Store waybill.
  • Perform random weighing of the commodities offloaded from the truck to ascertain that they are of correct weight as indicated in the waybill.
  • After distribution ensure empty containers are corrected and accounted for
  • Identify and recommend other needs such as health care, additional food needs, development activities, or any other rehabilitation and/ or development activity.
  • Conduct daily/weekly/monthly physical counts of commodities in the warehouse/MSU and ensure that records are tallying with physical stocks.
  • Ensure proper storage of commodity on pallets. Ensure that all commodities are stacked by shipment, condition type, and package/weight and have updated stack cards.
  • Monitor commodity quality/quantity control during receipts, while in storage, distribution and during dispatch/returns
  • Ensure that all mandatory MSU items and equipment’s are available in the FDP, fire extinguishers, tables, chairs cleaning supplies, first aid supplies ,scales and any other NFI are accessible at all times and in good condition and liaise with FC on need for replacements.
  • Maintain high standard of cleanliness and hygiene in and around the MSU.
  • Monitor commodity movements, including delivery of commodities at the MSU. Supervise receipt /offloading of food/nonfood commodities to ensure correctness of quantity, content and quality as per the waybills documents as well as losses and damages and excesses. In case of damage arrange for reconstitution.

Commodity Distribution

  • Supervise food distribution in a manner that will ensure all targeted beneficiaries receive all the planned commodities and in their rightful rations.
  • Conduct distribution in compliance with WV and Donor (WFP/USAID) guidelines and standards
  • Conduct caucus meeting with FMCs and local leaders to agree on roles and responsibilities during distribution.
  • Ensure that appropriate crowd control measure is in place at the distribution point at all times.
  • Ensure there is orderly lining, receiving food at the MSU and potters are available to help beneficiaries carry food out of the MSU
  • Ensure all commodities are weighed 100% at the moderation point and weighing scales are correctly set.
  • Oversee the distribution process in collaboration with the Volunteers and the FMC and ensure proper rations are distributed. Ensure no damaged commodities are distributed to beneficiaries.
  • Ensure that the ration cards are punched and beneficiaries thumbprint after receiving their ration entitlements.

Commodity Accounting and reporting

  • Provide proper accountability of commodities distributed at the food distribution point.
  • Prepare all necessary forms related to food distribution i.e. sign receipt waybill, fill in the truck inspection report, random weighing form, distribution center visit report, certificate of food receipt and distribution, loss ,damage reports, DDR etc.
  • Ensure all forms and reports are completely filled according to agreed filing format and reviewed and approved by relevant staff.
  • Ensure commodity forms and reports are filed
  • Prepare a food monitor report and attach to the beneficiary list file

Capacity building and training

  • Together with the Field coordinator organize and conduct training of FMCs, CMC, RWC and community structure members (Scoopers, ushers, potters, on their roles and responsibilities.
  • Train community structures on commodity handling and beneficiaries’ relation, Code of Conduct, PSEA and child protection and make sure they sign all related policies and guidelines according to WV/Donor standards.
Educational Background: 
Requires a Bachelor Degree from a University in Social Sciences or Development Studies
Skills/Experience: 

Past experience preferable with a busy NOG or UN agency, in food commodities handling tracking and accounting. Prior experience with WV CTS system and or UN WFP Compass system is an added advantage. Knowledge of major donor (WFP/USAID) regulations pertaining to relief food commodities tracking accounting and reporting.

This position requires a person who is self-starter, who can accomplish the task with minimal or no supervision. He/she should be able to manage a team of staff as well as cooperate with other units. He/she must be keen on details and well organized individual.

Must be computer literate. Must be a committed Christian, able to stand above denominational diversities. Attend and participate/lead in daily devotions and weekly Chapel services. Perform other duties as required.
