The Senior Technical Advisor (STA), who reports to the USAID SHIFT Chief of Party, provides technical and scientific leadership to USAID SHIFT staff in HIV/AIDS and other infectious disease prevention, care and treatment. The STA supports introduction of evidence-based methods and strategies and builds in country capacity to employ state-of-the-art strategies and approaches that adhere to appropriate technical standards and guidelines and that programs are technically sound. The STA contributes to implementing HIV/AIDS and related technical strategies, programs or tools.

Areas of Responsibility: 
  • Provide technical leadership in HIV/AIDS and other infectious diseases, including supporting design, development, planning, implementation, and continuous improvement of USAID SHIFT activities.
  • Build technical capacity of USAID SHIFT staff and partners; facilitate technical exchanges and learning and use other capacity building approaches.
  • Develop project-specific strategies and tools for specific technical components.
  • Develop technical strategies and lead technical local teams to write workplans, quarterly reports, and other donor-facing deliverables.
  • Ensure that USAID SHIFT implementation adheres to the highest technical standards and global strategies.  
  • Ensure the quality of the technical aspects of the project.
  • Review, analyze and evaluate the effectiveness of USAID SHIFT and makes recommendations for enhancements.
  • Represent USAID SHIFT and support local staff to present at professional meetings and conferences.
  • Maintain collaborative relationships with donor, relevant government agencies, bilateral and other NGOs and is viewed as a knowledgeable resource in their technical area.
Educational Background: 
Medical Degree. Candidates also with a Master’s Degree or its International Equivalent in Public Health or Related Field preferred.
Skills/Experience: 
  • 11 or more years of experience in a HIV/AIDS care and treatment and other infectious diseases.
  • Written and published materials in HIV and AIDS (or other infectious diseases) care and treatment e.g., journal articles, job aids, training curricula, and other tools.
  • Fluent oral and written communication in English; Vietnamese language skills a plus.
